HomeMy WebLinkAboutMinutes 06-16-1988 WorkshopCAPE CANAVERAL CITY COUNCIL WORKSHOP MEETING JUNE 16, 1988 A Workshop Meeting of the Cape Canaveral City Council was held on June 16, 1988, at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. Mayor Lee called the meeting to order at 7:30 P.M. Members Present Patrick Lee Mayor Bob Hong Mayor Pro Tem Jeff Kidd Council Member Steve Miller Council Member Rocky Randels Council Member Others Present Leo Nicholas City Manager Jim Theriac City Attorney Jan Lesser City Clerk 1. Ordinance No. 8-88 Amending n SigCode (First Reading and Public Hearinq on 6-21t Postponed 6-7) Discussion was held on amending the sign code to allow off -premise signs for private medical facilities. Mayor Lee noted that the off -premise sign for the medical center at Port Canaveral had been relocated. It was decided to leave section 653.05(H) of the sign code as is. The Ordinance will be revised to reflect this change prior to the Tuesday meeting. Mr. Nicholas explained that the other amendments were strictly "housekeeping" items to clarify the language of the Sign Code. Agenda this item for Tuesday. 2. Ordinance No. 9-88 Amendin Zonin Re ulatigns b increasin Minimum Town ouse Lot AMUR, (F rat Read ng and Pub c Hear ng Fn 6-21) Discussion was held on Ordinance No. 9-88 which would increase the minimum townhouse lot from from 16 feet to 20 feet. Mr. Nicholas explained one of the reasons for this would be to allow two vehicles to be parked at each unit. Discussion continued on a proposed "grandfather" clause which Mr. Nicholas and Mr. Lamar Russell, Chairman of the Planning and Zoning Board, thought was to be included in the Ordinance. Since there seemed to be some confusion on the issue, this item was postponed until the next workshop meeting to allow the staff time to research the matter. 3. Discussion Re: Resurfacing West Central Boulevard Mr. Nicholas advised that if the City does not spend the monies received from the Local option gas tax it will decrease the revenue in future years. He recommended that West Central Boulevard, between AlA and North Atlantic Avenue be resurfaced. Discussion was held on other possible uses of the monies. Widening North Atlantic Avenue was discussed. It was determined that this could not be accomplished unless the local option gas tax was extended for 15 years. Mr. Nicholas will provide the Council members with a copy of his memorandum regarding road improvements and this will be discussed further at the next workshop meeting. my COUNCIL WORKSHOP MEETING JUNE 16, 1988 PAGE 1 OF 3 q. Discussion Re: Level of Service Pro osed Contract with Brevard Count Sher ff for Police Sezv ccs It was the consensus of the Council Members that the City would require the same' level of service as last year. Mayor Lee noted that he and Mr. Nicholas had a meeting scheduled with the Canaveral Port Authority to discuss a possible three -party agreement. 5. Discussion Res Pro osed Letter to Brevard Count regarding - Pi vat xat on of Ambulance Sery ce The Council reviewed a draft of a letter to Brevard County. Additional concerns that were discussed were increased costs to the City for additional insurances and, public tax dollars being used to subsidize private enterprise. He noted that a more equitable way to fund the program would be on a per -call basis. Not further action was taken on this item at this time. 7.Discussion Re: Purchase of Brush Chipper for Street Department Mr. Nicholas advised that the brush chipper would be used by the Street Department to chop up trees and brush into mulch that could be utilized for landscaping projects. He further explained it would save the City dumping fees at the County's solid waste disposal could come plant. DISCUSSION Mayor Lee advised that there had been some complaints filed by Helen Filkins with the State of Florida Commission of Ethics against himself, former Council Member John Murphy and city Manager, Leo Nicholas. He noted that all three of them had been charged with conspiring to have former Building Official Artis Gunn fired} furthermore Mr. Nicholas was charged with ordering Mr. Gunn to issue a building permit. The complaints against all three of them regarding conspiring to have Mr. Gunn fired were found to be groundless and were dismissed. There will be another hearing on the complaint against Mr. Nicholas regarding issuance of the Building Permit. Mayor Lee noted that all three of them had to retain separate attorneys to represent them at the hearing in Tallahasee. He further explained that they planned to file a petition against of reicuperater hair legal fees from Mrsor Lee teithey nolkins ted City's insurance coverage, he felt the City should reimburse them for their legal expenses. Mayor Lee read a letter from Mr. i Mrs. Chuck Hannon regarding the condition of the Little League field. Discussion followed. Mr. Nicholas will research the problem.
