Members Present Pat Lee Mayor Bob Hong Mayor Pro Tem Jeff Kidd Council Member Steve Miller Council Member Rocky Randels Council Member Others Present Leo Nicholas CityManager Jim Theriac Cit Y y Jan Lesser City Clerk Mr. Nicholas noted that he had neglected to place an item on the agenda and requested that the Council allow the Canaveral Bay Condo Association to address them regarding the possibility of the City taking over the maintenance of their lift station. Since there was no objection from the Council, Mr. Vince Cubero, President of the Association, addressed the council on the issue. He stated that the association would like to turn their lift stationover to the City to be incorporated into the City system - Discus . ion ystem.Discussion followed. It was noted that the lift station was not constructed to City standards and if the City took over the maintenance of this lift station it would set a precedence for other pt it could be developin ment ahcontract alor Lee basis.noMra that perhaps i Nicholas will meet with Mr. Cubero to discuss this possibility further. 1. ORDINANCE N0. 6-88 CHANGING THE LAND USE (REZONING) FROM C-1 TO M- PARCEL 75 PARCEL 804 AND THE NORTH-EAST 75 OF PARCEL 755,_SECTION 15 TOWNSHIP 24S RANGE 37E (SECOND READING AND PUBLIC HEARING ON Agenda this item for Tuesday. 2. DISCUSSION REs INTERLOCAL AGREEMENT WITH BREVARD COUNTY FOR EXTENSION OF LOCAL OPTION GAS TAX It was noted that the City had received the proposed interlocal agreement from the County. They plan to add a clause in the final agreement which states the County would prohibit the County's revenue share from ever dropping below the current 478, even if the formula showed that is what should occur. It was the consensus of the uncil that they ould not sign the agreementoifathat nd oclause were sincluded. wAgenda a Resolution to that effect for Tuesday. 3. DISCUSSION REs WASTEWATER TREATMENT PLANT EVALUATION Discussion was held on YWC's proposal to implement a maintenance managementsystem (computer) at the Wastewater Treatment Plant. DISCUSSION RE: GARBAGE COLLECTION REPORT Mr. Jim Gillian, General Manger of Western Waste Industries, was in attendance and went over the garbage collection report (a copy of which is attached hereto) with the members of the Council. He also gave a report on the proposed state regulations on recycling. It was further agreed by both parties to begin contract renewal negotations. Mr. Gillian will work with Mr. Nicholas on the negotiations. 5. DISCUSSION RE: FINANCING LIBRARY CONSTRUCTION Mr. Nicholas explained that according to the City's auditors, the ad valorem tax revenue cannot be pledged for financing because it was not so stated in the referendum wording. He further noted the City could borrow the money from itself (the General Fund) to finance the construction. Agenda a Resolution for Tuesday. 6. DISCUSSION RE: AMENDING SIGN CODE Discussion was held about some possible amendments to the sign code. Mr. Nicholas will have some written recommendations prepared for the next workshop meeting. 7. DISCUSSION RE: REINSTATING COUNCIL MEMBERS' SALARIES Mr. Kidd,Mr. Miller and Mr. Randels voiced the opinion that the salaries ahould be reinstated.. Mr. Hoog noted he thought no change should be made until the next budget year. Agenda an item for Tuesday. S. DISCUSSION RE, SERVICE AND PARKING PROBLEMS AT CAPE CANAVERAL POST OFFICE Mrs. Lesser noted that the City was experiencing several problems with the Cape Canaveral Post Office (see attached memo). Mr. Randels noted he had a meeting scheduled with Mr. Gerald Edwards of the Orlando office on Friday, at 2s00 p.m. to discuss the parking problem and if the letter were ready, he could hand deliver it at that time. Discussion followed. Mrs. Lesser was requested, to finalize a letter for. the City Manager's signature. DISCUSSION The Sister City visitation was discussed. The Mayor and City Council thanked City Manager, Mr. Nicholas, for all his planning and coordination. Mr. Nicholas requested that the City pay Shirley Meyers for providing the entertainment. It was decided to pay her $100.00. Discussion continued on the proposed trip to the Sister City, Guidonia, Italy, inSeptember. It was noted that the City officials were requested to arrive in Guidonia on September 14th and stay for their 50th anniversary. celebration which will be held on September 19th.. Agenda this for further discussion at the next workshop meeting. The Dedication Ceremony to dedicate City Hall in honor of Mr. Jamieson's memory was discussed. It was decided to hold the ceremony on Saturday, May 21st at 10:00 a.m. if that time is agreeable with Mrs. Jamieson. Discussion was held on the Sheriff's Contract for the coming fiscal year. It was proposed that the level of service remain the same and the sheriff be requested to provide a level of staffing equal to the combined Por and City Protection for one price. BOK 026 CAPE CANAVERAL, FLORIDA 32620 TELEPHONE 206 762.1100 April 15, 1988 M E M O R A N D U M TO: MAYOR AND CITY COUNCIL FROM: CITY MANAGER RE: GARBAGE COLLECTION REPORT Talked with Jim Gillean of Western Waste about several topics pertainingto garbage collection and to our contract with Western Waste. A brief run-down on what we discussed consists of: (1) Changing hours of pickup: the Council had discussed possibly amending the Contract to give Western Waste more latitude in hours of pick-up. The Contract currently sets limits of 7:00 A.M.and 6:00 P.M. in residential areas] there are no limitations on pick- up in commercial and industrial areas. Western Waste would like more liberal residential pick-up hours, especially in summertime, but did not make any suggestions. They will live with what hours the City sets. (2) Utilizing plastic garbage bags instead of metal or plastic trash cans; there would be a definite benefit to both parties to implement these bags. For the collector it would mean easier pick-up; for the city, it would .mean cleaner streets because no empty trash cans would sit around all day. The main drawback would be that people would balk at the cost of buying these bags and would probably buy the cheapest bags available. A solution to this would be for the City or the collector to supply bags. Western Waste is checking with communities which do have this system in operation now to see how it can be implemented. (3) Dumpsters in enclosures: Cocoa Beach has enacted legis- lation requiring dumpsters be enclosed on three (3) aides. It is questionable if this is a solution, since the open side of the enclosure is the front, which faces the street. Adding a fourth side] that is, a gate, would • increase the time and manpower required toempty the dumpater, thus increasing cost. We discussed the possibility of camouflaging the dumpster by applying a vinyl covering that had a fence or brick pattern; Western Waste is looking into this possibility. (4) Early renewal of contract= Western Waste would like to renew the contract 2 years before the expiration date, so as to permit both parties to make preparations in case the contract is not renewed. (5) Back yard garbage pick-ups Western Waste would like to eliminate this service. Perhaps if we went to the plastic garbage bags discussed in (2) this would be practical. We recognize that some senior citizens and injured or handicapped persons would still need back yard service, and this could be arranged. (6) Dumpster siting; We need to consider requiring all dumpsters be sited on paved roads; the approach 17o - the dumpsters should be pavedas well. City of Cape Canaveral 105 POLE AVENUE . It is just about impossible to even get inside the door of the post office on Mondays and Fridays when the cruise Ship personnel are purchasing their money orders. This problem has definately gotten worse now that there are two cruise ships to service. Unfortunately, there are times when City per- sonnel have to conduct business at the post office on these days. Last week (Monday, May 2nd) the service line was out the front door of the post office. We are also experiencing problems with our unforwardable mail not being returnedturned enmassereveryyfewlt is held at months. Thiss tmakehe Bt Office and it very difficult to keep our utility customer accounts current. In a conversation with Ms. Ardyce Smith shortly after she became Postmaster at Cape Canaveral, she informed me that she planned to change the parking configuration. As you know, there have been no Improvements in this areal if anything it has gotten worse. I would like to suggest that the City voice their concerns regard- ing these problems in a formal letter to Ms. Smith, with a carbon copy to Mr. Gerald Edwards at the Orlando Regional Office. I feel that it is not only a problem for usat the City but also for the citizens of the community.
