WORKSHOP MEETING
APRIL 28, 1988
A Workshop Meeting of the Cape Canaveral City Council was held on
April 28, 1988, at the City Hall Annex, 111 Polk Avenue, Cape
Canaveral, Florida. Mayor Lee called the meeting to order at
7:30 P.M.

1. PRESENTATION BY YWC - EVALUATION OF WASTEWATER TREATMENT
PLANT
Mr. Ron Lawson and Mr. Les Philips of YWC gave a report on their
evaluation of the Wastewater Treatment Plant. A copy of their
written report is attached to these minutes and made a part
hereof by reference. They noted that the Wastewater Treatment
plant is in compliance with State and Federal Regulations. They
further noted that the level of training of the operators in the
area of maintenance needed to be addressed. Their recommendation
was that a micro -computer be purchased to keep track of the
maintenance. Agenda this item for the next workshop meeting.
2. ORDINANCE N0. 6-88 CHANGING THE LAND USE (REZONING) FROM C-1
TO M-1 PARCEL 756 FAR CL 804 AND THE NORTHEAST 75' OF
PARCEL 755 SECTION 15 TOWNSHIP 245, RANGE 37 E (FIRST
READING AND PUBLIC HEARING ON 5-3)
Agenda this item for Tuesday night.
3. DISCUSSION RE: DESIGN OF COLUMBIA DRIVE (PUBLIC INPUT ON
City Manager Nicholas distributed a sketch depicting the layout
of the number of parking spaces for each building. He also
advised that notices were sent to all property owners notifying
them that the item would be discussed on Tuesday night.
Discussion .followed. It was the consensus of Council that
on -street parking should not be allowed on Columbia Drive because
in other areas of the City parking on City right-of-way is not
allowed. Council suggested the following road configuration:
two 18' lanes, an 8' median and.2 feet of curbing on each side.
Agenda this item for Tuesday night.
4. DISCUSSION REt AWARD OF DESIGN WORK FOR COLUMBIA DRIVE
Discussion was held on the proposals received from Briley, Wild
and Associates and M 6 K Drafting for the design work on Columbia
Drive. Mr. Nicholas advised that if the design work was awarded
to M S K Drafting$ the Requeat for Proposals be included in the
contract. Agenda this, item for Tuesday.

5. DISCUSSION RE: CANAL DRAINAGE STUDY
Discussion was held on the proposal from Briley, Wild and
Associates to conduct a study on the drainage canal. Mr.
Nicholas advised that the drainage canal was in bad need of some
attention - either cleaned or culverted - and that it would be
advantageous if it could be done at the same time the sewer line
adjacent. to the canal is revamped.
Discussion continued on financing of the study and of the
proposed work. Mr. Nicholas will investigate if the drainage
canal is considered part of the 1966 Storm Drainage. This item
will be placed on the agenda when Mr. Nicholas has further
information to present.
6. DISCUSSION REt GARBAGE COLLECTION REPORT
Mr. Nicholas distributed his report on the garbage collection,
which is attached hereto and made a part hereof by reference.
Agenda this item for the next workshop meeting.
7. DISCUSSION RE: FINANCING LIBRARY CONSTRUCTION
Mr. Nicholas advised that the City would have a $235,000
shortfall in revenue from the tax monies collected this fiscal
year. He noted that the City could finance this amount out of
the reserve funds. Discussion followed regarding the possibility
of obtaining financing from a local lending instutition. Mr.
Nicholas will investigate and report back at the next workshop
meeting.
8. DISCUSSION RE: AUTHORIZATION TO PURCHASE TRACTOR AND MOWER
Mr. Nicholas explained that the City needs to purchase a tractor
and bush -hog for the Street Department. He noted that the one
they currently use would be kept for sweeping the bike paths. He
further noted that the City could use the new tractor and
bush -hog for lot mowing. Mr. Nicholasexplained that the
auditors had advised that the equipment could be purchased with
the local option gas tax money. Agenda an item to authorize the
advertising of these items on Tuesday night.
9. DISCUSSION RE: SUMMER RECREATION PROGRAM
Mr. Nicholas reported the City had looked into the possibility of
leasing a 15 passanger van or purchasing a used Bluebird bus.
Discussion followed on cost of insurance. The staff was directed
to research the possibility of using the church owned bus.

10. CITY MANAGER'S REPORT
Mr. Nicholas recapped his City Manager's report which is attached
hereto and made a part hereof.
DISCUSSION
Discussion was held on the Beautification Board's duties and
responsibilities. Vice -Chairman of the Board, Alicia Brittain,
distributed a memorandum to the members of the Council regarding
replacing theLandscape/Gardener.
Ms. Dorothy Trillivan addressed the Board regarding problems on
Lincoln Avenue.

YWC SOUTHEAST, INC, is pleased to submit this letter report
documenting our evaluation of the City's maintenance management
system.
On Tuesday, March 15, 1988, Randy Musgrove and I visited the
Cape Canaveral Wastewater Treatment facility and the following
observations were made while reviewing the maintenance
management system:
o Maintenance records including equipment data, are maintained
on 3" x 5" standard index cards and stored in a small wooden
box.
o inventory control/spare parts are minimal. Basic spare
parts (e.g. fuses, nuts and bolts are not readily
available).
o Preventive maintenance tasks are not performed on a regular
scheduled routine. For the most part these tasks are
performed at the discretion of the maintenance foreman.
After work is completed it may not always be recorded.
0 Work orders are written on non-standard memo like forms.
o Maintenance procedures are incorporated into the plant
operations manual which was prepared by the city's'
consulting Engineers..
o Maintenance personnel are presently using a small area
adjacent to the old digester for a maintenance shop which
has limited access and limited floor space.

o The City has two trucks used for maintenance that are
equipped with utility type body. No tools or spare parts
are kept on these vehicles.
o Maintenance personnel are for the most part "self-taught"
they have attended very little formal training in areas that
are specific to preventive maintenance or equipment repair.
SUMMARY
The primary need of the maintenance personnel at the wastewater
treatment facility is organization of the maintenance program.
Therefore, the follwoing recommendation are made to accomplish
task.
RECOtM1ENDATIONS
1.0 Purchase and install a microcomputer and software that
will allow maintenance personnel to organize there
maintenance program. The software should include the
following features:

Parts and Equipment Location List
Labor Definition
Equipment Inventory
Parts and Material Inventory
Maintenance Task Cade Definition
Equipment Maintenance Definition
Inventory Transactions
Stock Status Reports
Elapsed Time Meter Logging.

2.0 The two maintenance vehicles should be evaluated for
there mechanical condition to determine if they
should be repaired or replaced.
These maintenance vehicles should be stocked with
sufficient tools and small spare parts that will
allow maintenance personnel to make minor repairs.

3.0 A more suitable location should be selected for the
maintenance shop. The two main factors in selecting a
new location are ease of access and ample floor space to
allow for a more safe and efficient work area.
The city should determine the extent of major repairs
(e.g. pump rebuild) and purchase the necessary shop
equipment and tools.
4.0 The city's maintenance personnel should attend classes
specificallyted for

Pollution Control Operators Association that specialize
in maintenance. The Treeo Center in Gainesville,
Florida offerclasses.. in maintenance.. There are some
equipment manufacturers that will arrange to conduct
classes at your facility on equipment.

RE: GARBAGE COLLECTION REPORT
Talked with Jim Gillean of Western Waste about several topics
pertaining to garbage collection and to our contract with
Western Waste.. A brief run-down on what we discussed consists
of:
(1) Changing hours of pickup: the Council had discussed
possibly amending the Contract to give .Western Waste
more latitude in hours of pick-up. The Contract
currently sets limits of 7:00 A.M. and 6:00 P.M. in
residential areas; there are no limitations on pick-
up in commercial and industrial areas. Western Waste
would like more liberal residential pick-up hours,
especially in summertime, but did not make any
suggestions. They will live with what hours the City
sets.
(2) Utilizing plastic garbage bags instead of metal or
plastic trash cans: there would be a definite benefit
to both parties to implement these bags. For the
collector it would mean easier pick-up; for the City,
it would mean cleaner streets because no empty trash
cans would sit around all day. The main drawback would
be thatpeople would balk at the cost of buying these
bags and would probably buy the cheapest bags available.
A solution to this would be for the City or the collector
to supply ,bags. Western Waste is checking with communities
which do have this system in operation now to see how it
can be implemented.
(3) Dumpsters in enclosures: Cocoa Beach has enacted legis-
lation requiring dumpsters be enclosed on three (3)
sides. It is questionable if this is a solution, since
the open side of the enclosure is the front, which faces
the street. Adding a fourth side; that is, a gate, would

increase the time and manpower required to empty the dumpster,
thus increasing cost. We discussed the possibility of
camouflaging the dumpster by applying a vinyl covering that
had a fence or brick. pattern; Western Waste is looking into
this possibility.
(4) Early renewal of contract: Western Waste would like
to renew the contract 2 years before the expiration
date, so as to permit both parties to make preparations
in case the contract is not renewed.
(5) Back yard garbage pick-up: Western Waste would like
to eliminate this service. Perhaps if we went to
the plastic garbage bags discussed in (2) this would
be practical. We recognize that some senior citizens
and injured or handicapped persons would still need
back yard service, and this could be arranged.
(6) Dumpster siting: We need to consider requiring all
dumpsters be sited on paved roads; the approach to
the dumpsters should be paved as well.

RE: CITY MANAGER'S REPORT
1. The City has accepted the offers of three residents who
are donating palm trees for our beautification efforts.
Those three persons are Dr. C. Pindziack,John Jones,
and Frank Baker. These trees will be transplanted as
required.
2. The State Department of Transportation has issued a
contract for refurbishment of traffic signals throughout
the County. Three signal lights in our
rCity are. inantic-
cluded;
and
those at AIA I Holman, AIA 6 Center,
Work is expected to be completed in 90 days.
3. A.computer has been purchased for the Building Department
to replace the memory typewriter we had on loan from
the Sheriff's, Department. This computer will be a big
help in preparing Code Enforcement notices and Building
Permits.
4. A letter has beenreceived from the Sheriff's Department
requesting that we establish our desired level -of -service
for the next Fiscal Year. A copy of this letter is
attached.
5. On April 22, I met with Mr. Macon Ballard, Mrs. Nancy
Houston, and two other employees of the Brevard County
Public Works Services Department. The purpose of this
meeting was to discuss a State directive that Ridgewood
Avenue and Central Blvd. be re-classified as County roads.
The County would assume responsibility for maintenance
and upkeep of thesestreets, and the City would be re-
, sidewalks, traffic signals and
sponsible for medians

6. Ihave written letter to each of our Brevard County
Legislative Delegation to enlist their aid in getting
money out Of the State for our two beach dune cross-
overs.. Apparently,the .Governor has the money for
projects like this tied up under his personal control.
7. On Wednesday, April 27, we took possession of aHi-
Lift platform truck in exchange for our Street Sweeper.
This truck will be used for servicing street lights,
putting up flags, Christmas decorations, etc.

Reclassification of Roadways. A list Is attached
indicating those roadways in your jurisdiction that will
he effected.
It would be appreciated if you would notify your
departments of these transfers and request, that they
coordinate any permits, applications; etc. occurring on
these roadways with Orevard County. By copy hereof, the
appropriate Brevard .County .Department, Divisions and
Section Managers are requested to also coordinate same
with each governmental entity.

Attorney will be present at this meeting.

Dear Mr. McMann:
It is again time to initiate the budget process. In an
attempt to avoid problems that have arisen in the past,
W e would like to get a head start on this year's
budget.
We request that you reply in writing as to what level
of service you desire. If you want the service to
remain status -quo, it should be a relatively simple
process. Should you desire increases, more detail will

Dear Senator Deratany:
In recent years, there has been an increased awareness on
the pa
dunes, and also to provide access to the beaches. The City of
rt of the citizens of our State to preserve the beaches and
Cape Canaveral first participated in the beach access endeavors
by installing thirteen (13) dune cross -overs in 1980, and then by
expanding the cross -overs in 1985.
Last year, in June, we had submitted a grant request to the
Florida for the

1987, re -submitted the request in February 1988. In our concern
over the lack of response from the State, I contacted Mr. William
Whitfield with the Department of Natural Resources. He has
informed me that all funding for these projects has been lumped
into one appropriation by Governor Martinez and not allocated for
specific projects. It is my understanding that the Legislative

Natural Resources. The dollar amount that we are seeking is
$50,000.00. Attached to this letter is a copy of our original
grant request and all subsequent correspondence associated with

certainly be appreciated. The dune cross -overs will be an asset
not only to the City and Brevard County, but also to those who
