HomeMy WebLinkAboutMinutes 04-22-1982 WorkshopCITY COUNCIL WORKSHOP MEETING RE; ZONIG APRILN 22,,11982ENTS FILE COPY THE CITY COUNCIL MET IN A WORKSHOP SESSION ON APRIL 22, 1982 IN ORDER TO CONTINUE REVIEWING THE PLANNING AND ZONING BOARD'S PROPOSED AMENDMENTS TO THE ZONING ORDINANCE. THE MEETING CONVENED AT 7200PM. COUNCIL MEMBERS PRESENT WERE: MAYOR J.L. MURPHY, JA., J. CALVERT, L. HARRIS, L. NICHOLAS, W. RUTHERFORD; CITY ATTORNEY/MANAGER J. SCOTT, CITY CLERK P. BEAULIEU. ALSO PRESENT WERE PLANNING AND ZONING BOARD MEMBERS J. FOSTER, L. RUSSELL, R. THURM AND C. McCONNELL. IT WAS SUGGESTED THAT SINCE .THE LAST SPECIAL WORKSHOP MEETING HAD RESULTED IN SEVERAL QUESTIONS THAT THE COUNCIL HAD, FOR THE PLANNING AND ZONING BOARD AND THE BOARD MEMBERS WERE IN ATTENDANCE, THESE QUESTIONS BE DISCUSSED AT THIS TIME. DISCUSSION COMMENCED REGARDING HEIGHT LIMITATION AND STORY LIMITATION IN R-2 DISTRICT. THE DEFINITION OF HEIGHT WAS ALSO BROUGHT UP. BUILDING OFFICIAL HINES, SUGGESTED THAT HEIGHT BE. DEFINED AS THE HIGHEST POINT OF THE ROOF STRUCTURE. FURTHER DISCUSSION FOLLOWED REGARDING THIS DEFINITION. IT WAS SUGGESTED THAT THE R-2 HEIGHT BE SET AT 25 FEET WITH HEIGHT DEFINED AS FOLLOWS: TO THE PEAK OF THE ROOF - THE UPPER MOST PORTION OF A ROOF - THE RIDGELINE FOR A ROOF THAT SLOPES OR THE HIGHEST POINT OF A FLAT ROOF. THE HIGHEST POINTS ARE..TO BE MEASURED FROM THE MINIMUM ESTABLISHED FLOOD ELEVATION POINT. IT WAS NOTED THAT THE R-1 HEIGHT LIMITATION WOULD BE 25 FEET. e ®® 09 • DISCUSSION CONTINUED ON TO THE R-3 HEIGHT LIMITATION. IT WAS POINTED OUT THAT THE PLANNING AND ZONING BOARD, AT THEIR LAST MEETING, RECOMMENDED 45 FEET (SAME AS PRESENT ZONING ORDINANCE) WITH NO STORY LIMITATION. DISCUSSION FOLLOWED ON SETTING R-3 HEIGHT AT 45 TO 50 FEET. IT WAS SUGGESTED THAT MAYOR MURPHY POLL COUNCIL MEMBERS REGARDING THEIR PREFERENCE FOR R-3 HEIGHT. POLLING WAS AS FOLLOWS: MRS. HARRIS, 45 FEET, MR. RUTHERFORD, 45 FEET, MR. NICHOLAS, 45 FEET, MRS. CALVERT, 45 FEET, PROVIDING THE NUMBER OF STORIES ARE STATED. MRS. HARRIS SUGGESTED MORE BREEZEWAY PROVISIONS BE CONSIDERED TO INSURE MORE GREENERY. DISCUSSION FOLLOWED ON THIS SUBJECT. ATTORNEY SCOTT WAS ASKED TO ASCERTAIN WHETHER OR NOT IT WAS POSSIBLE TO ELIMINATE THE COASTAL CONSTRUCTION SETBACK LINE AS LAND ASSOCIATED WITH DENSITY CALCULATIONS.' DISCUSSION FOLLOWED ON USING ACREAGE TO BUILD THE MAXIMUM UNITS ALLOWED AND .AT A LATER TIME USING A PORTION OF THAT ACREAGE FOR AREA AND DIMENSION CALCULATIONS ON A DIFFERENT PROJECT. MR. HINES POINTED OUT A BREVARD COUNTY ZONING REGULATION PROHIBITING THIS. IT WAS SUGGESTED CITY ATTORNEY SCOTT MEET WITH THE PLANNING AND ZONING BOARD ON THIS SUBJECT. AND CONSIDER ADDING THIS REGULATION TO THE PROPOSED AMENDMENTS. FIRE PROTECTION FOR 4 AND S STORY BUILDINGS WAS DISCUSSED. THE BUILDING OFFICIAL WAS REQUESTED TO LOOK INTO FIRE PROTECTION FOR 4 AND 5 STORY BUILDINGS AND HAVE A RECOMMENDATION FOR COUNCIL AT THE NEXT COUNCIL WORKSHOP..; CITY COUNCIL WORKSHOP RE: ZONING AMENDMENTS 4-2-82 PAGE 2 OF 3 00 .® PLANNING AND ZONING BOARD MEMBER R. THURM SUGGESTED THAT PERHAPS THE HEIGHT LIMITATION OF 45 FEET BE RESTRICTED TO THOSE PROPERTIES FRONTING ON THE WATER. MAYOR MURPHY SUGGESTED THAT MR. THURM TAKE THIS SUBJECT TO PLANNING AND ZONING BOARD. AT 9:15PM A RECESS WAS CALLED. AT.9:30PM THE MEETING RECONVENED. AT THIS TIME IT WAS SUGGESTED THAT THE COUNCIL MEET AGAIN IN TWO WEEKS IN ORDER TO CONTINUE THEIR REVIEW. IT WAS NOTED THAT THE REVIEW IN TWO WEEKS WOULD COMMENCE ON PAGE 49. AT 9:31PM THE MEETING ADJOURNED.
