HomeMy WebLinkAboutMinutes 05-06-1982 WorkshopCITY COUNCIL WORKSHOP MEETING I }_ �1 �� RE: ZONING AMENDMENTS ! }-'L.ta L -Y MAY 6, 1982 THE CITY COUNCIL MET IN A WORKSHOP SESSION ON MAY 6, 1982 IN ORDER TO CONTINUE REVIEWING THE PLANNING AND ZONING BOARD'S PROPOSED AMENDMENTS TO THE ZONING ORDINANCE. THE MEETING CONVENED AT 7:00 P.M. COUNCIL MEMBERS PRESENT WERE: MAYOR J. L. MURPHY, JR., L. HARRIS, L. NICHOLAS, W. RUTHERFORD; CITY ATTORNEY/MANAGER J. SCOTT, CITY CLERK P. BEAULIEU. ALSO PRESENT WERE BUILDING OFFICIAL J. HINES AND PLANNING AND ZONING BOARD MEMBERS L. RUSSELL, R. THURM AND C. McCONNELL. REVIEW COMMENCED ON PAGE 49, LIGHT INDUSTRIAL USE, M-1, OF THE ZONING DRAFT. THE FACT THAT EATING ESTABLISHMENTS HAD BEEN DELETED IN THE DRAFT AS AN ALLOWABLE USE IN M-1 DISTRICT WAS DISCUSSED. IT WAS DECIDED TO HAVE PLANNING AND ZONING BOARD REVIEW THIS. DISCUSSION CONTINUED ON WAREHOUSES IN THE M-1 DISTRICT. IT WAS DECIDED TO LEAVE THE DRAFT ORDINANCE AS WRITTEN ON THIS SUBJECT. IT WAS NOTED BY COUNCIL THAT RADIO AND TELEVISION STUDIOS BY SPECIAL EXCEPTION OF BOARD OF ADJUSTMENT HAD BEEN REMOVED IN THE DRAFT AND RADIO AND TELEVISION STUDIOS WERE NOW PERMITTED USES IN M-1. IT WAS SUGGESTED THE PLANNING AND ZONING BOARD REVIEW RADIO AND T.V. ANTENNA HEIGHT REGULATIONS (PAGE 51 OF DRAFT)AND POSSIBLY CON- SIDER RADIO & T.V. STATIONS AS SPECIAL EXCEPTIONS IN THE M-1 DISTRICT. THE QUESTION AROSE REGARDING OIL STORAGE AND GASOLINE STORAGE TANKS IN M-1. IT WAS NOTED THAT THIS USE WAS UNDER SPECIAL EXCEPTIONS PERMISSIBLE BY BOARD OF ADJUSTMENT. DISCUSSION FOLLOWED ON RESTRICTING THIS USE TO THE PROPOSED NORTHEAST M-1 AREA AND ALSO THE POSSIBILITY OF DESIGNATING A SPECIAL FIRE DISTRICT FOR THIS TYPE OF USE IN THAT AREA. IT WAS DECIDED TO TURN THIS SUBJECT BALK TO THE PLANNING AND ZONING BOARD FOR FURTHER REVIEW. DURING DISCUSSION, A SUGGESTION WAS MADE THAT THE PLANNING AND ZONING BOARD CONSIDER INSERTING A SITE PLAN REVIEW CHECKLIST IN THE DRAFT ORDINANCE. WHILE DISCUSSING SECTION 638.53, LANDSCAPING, SCREENING AND PARKING, WHICH REFERENCED 639.69, SUPPLEMENTARY DISTRICT REGULATIONS, THE LACK OF GREENERY IN COMMERCIAL AREAS AND EXTENSIVE CURB CUTS WAS BROUGHT UP. IT WAS DECIDED TO HAVE THE PLANNING AND ZONING BOARD REVIEW THE SUBJECT OF CURB CUTS IN THE COMMERCIAL DISTRICT. THE DISCUSSION ON 639.01, OFF-STREET PARKING REGULATIONS, BROUGHT UP. QUESTIONS ON A, (5),(7) AND (13) WHICH WERE REFERRED BACK TO THE PLANNING AND ZONING BOARD TO REVIEW. A SUGGESTION WAS ALSO MADE TO REVIEW THE PARKING REGULATIONS REGARDING PARKING SPACE REQUIREMENTS.IN RELATION TO SQUARE FOOTAGE OF BUILDINGS. THIS WORKSHOP COVERED THE AMENDMENTS. UP THRU PAGE 64.
