THE MEETING CONVENED AT 6:58PM. COUNCIL MEMBERS PRESENT WERE: MAYOR J.L. MURPHY, JR., J. CALVERT, L. HARRIS, L. NICHOLAS AND W. RUTHERFORD. ALSO PRESENT WERE CITY ATTORNEY/MANAGER J. SCOTT, BUILDING OFFICIAL J. HINES, SECRETARY G. WELLS AND MEMBERS OF THE PLANNING AND ZONING BOARD L. RUSSELL, C. McCONNELL AND T. QUINN. REVIEW COMMENCED AT THE BEGINNING OF THE "DEFINITIONS" SECTION OF THE SECOND DRAFT, ITEM BY ITEM, AS FOLLOWS: ACCESS EASEMENT CHANGE TO READ AS FOLLOWS: UTILITY ACCESS EASEMENT FOR— UTILITIES EHICLESNTY 20)NOTFEET QUALIFIED AS AN ALLEY PER SUB- DIVISION CODE. (A) ACCESSORY USE -'NO CHANGE. HOWEVER, DISCUSSION ON THIS ITEM RESULTED TWWM D -M ANOTHER ITEM TO BE PLACED IN THE DEFINITIONS, "ACCESSORY PARKING". WHEN THE PROPER DEFINITION IS PROVIDED FOR ACCESSORY PARKING, THIS ITEM WILL BE PLACED ABOVE "ACCESSORY USE" IN THE DEFINITION SECTION OF THE DRAFT. ADULT CONGREGATE LIVING FACILITIES - NO CHANGE, ALCOHOLIC BEVERAGE - NO CHANGE. APARTMENT - NO CHANGE, APARTMENT HOTEL - NO CHANGE. APPROVEDSTRUCTURE - DISCUSSION ON THIS DEFINITION RESULTED IN A WE -STI 0 S 0TH NECESSITY OF IT IN THIS ORDINANCE. LAMAR RUSSELL, CHAIRMAN OF THE PLANNING AND ZONING BOARD, INDICATED THAT AN INDEX WAS NECESSARY TO LET YOU KNOW WHAT PART OF THE ORDINANCE THE DEFINITIONS APPLIED TO. AUTOMOTIVE VEHICLE - NO CHANGE. (A) BUILDING OR STRUCTURE - IT WAS DECIDED THAT THE DEFINITION OF THIS ITEM NEEDED TO -Br -WORDED. MAYOR MURPHY SUGGESTED USING THE DEFINITION OF "STRUCTURE" FROM THE STANDARD BUILDING CODE. MR. HINES WAS ASKED TO PROVIDE THAT DEFINITION AND TO SEE WHAT KIND OF IMPACT IT WOULD HAVE AS RELATED TO OUR ZONING ORDINANCE. CAMPER (TRUCK MOUNTED) - NO CHANGE. (A) CAMPER TRAILER - INSERT THE WORD "BY" AFTER THE WORD"ANOTHER" IN TffFTfffND-= AND BEFORE THE WORD "AUTOMOTIVE". FURTHER DISCUSSION RESULTED IN CONSIDERING COMBINING THE DEFINITION OF CAMPER TRAILER AND TRAVEL TRAILER. THIS WILL BE DISCUSSED AT THE NEXT PLANNING AND ZONING BOARD MEETING. CHURCH - NO CHANGE. (A) CLINIC - DEFINITION IS TO BE REWORDED TO INDICATE THAT PERSONS MU=CING THE HEALING ARTS SHALL BE LICENSED BY THE STATE OF FLORIDA. (A) COMMON OPEN SPACE - CITY ATTORNEY SCOTT IS TO PROVIDE A NEW DEFINITION FOR THIS ITEM. - CONTAINERS .CONTAINERS - NO CHANGE. CONSTRUCTION SITE - NO CHANGE. CONVALESCENT HOME - NO CHANGE.IN ORIGINAL REVIEW, HOWEVER, A QUESTION 14AS RAISED AS ETHER WE SHOULD INDICATE THAT STATE LICENSI14G IS NECESSARY. IT WAS ALSO MENTIONED THAT CONVALESCENT HOMES WERE ALLOWED FOR IN R-2 AND R-3 IN THE OLD ORDINANCE, BUT NOT IN THE DRAFT. COURT - NO CHANGE. COURTESY NOTICE - NO CHANGE.
