THE MEETING WAS CALLED TO ORDER AT 7:30 P.M. BY MAYOR WAYNE RUTHERFORD COUNCIL MEMBERS PRESENT WERE: MRS. J. CALVERT, MRS. L. HARRIS, I.. NICHOLAS, MAYOR RUTHERFORD ANO MR. J. WINCHESTER. COUNCIL MEMBERS ABSENT WERE: NONE ALSO PRESENT WERE: CITY MANAGER, F. NUTT AND CITY ATTORNEY, J. SCOTT. NEW BUSINESS ITEM 1. RESOLUTION NO. 83-64 SETTING MILLAGE'RATE 1983-84' BUDGET NO. RESOLUTION -NO. .83-67 APPROVAL OF PLAT OF "SHORES OF ARTESIA"FOR SANG IN TILE SHOES DEVELOPMENT. CORPORATION MLR. SCOTT EXPLAINED THAT THIS HAS BEEN BEFORE PLANNING AND ZONING BOARD TWICE AND NOW NEEDS TO COME BEFORE COUNCIL. HE FURTHER FXPLA114ED THAT THE P b Z BOARD Is GOING TO REWORK THE "SUBDIVISION OF LAND" PORTIOA OF THE CITY CODE.HE 'FOLD COUNCIL THEY COULD EXPECT ALOT OF PLAT APPROVALS IN THE FUTURE BECAUSE THE NEW -TOWNHOUSE ORDINANCE SAYS ALL TOWNUOUSES MUST BE PLATTED.; MRS. CALVERT EXPRESSED CONCERN THAT IF THESE LOTS ARE PLATTED AND THEN SOLD OFF THE 01.1NER COULD BUILD SOMETHING OTHER THAN TOWNHOUSES ON THEM. AGENDA FOR TUESDAY'S FLEETING. HE RECOMMENDED THAT THE CITY STAY WITH THE CURRENT CARRIER, MACMILLIAN-BUCHANAN AND KELLY INSURANCE AGENCY. AGENDA FOR TUESDAY'S MEETING. MR. NUTT'S MEMO IS ATTACHED TO THE MINUTES. ITEM 9. VEHICLE BID (OPENING OF BID ON 9-19) NO DISCUSSION. AGENDA FOR TUESDAY'S MEETING. ITEM 10. ORDINANCE N0. 21-83 AMENDMENTS TO ZONING ORDINANCE NO 2-83 RE: SECTION 645.05 APPLICATION FOR BUILDING PERMIT PERMISSION TO ADVERTISE COUNCIL REVIEWED THE CHANGES THAT. THEY HAD IN FRONT OF THEM AND WHICH ARE ATTACHED TO THESE MINUTES. AGENDA FOR TUESDAY'S MEETING. ITEM 11.. BUDGET. TRANSFERS NO DISCUSSION. AGENDA FOR TUESDAY'S MEETING CITY COUNCIL WORKSHOP MEETING - 9-15-83 PAGE 2 OF 3 ITEM 12. DISCUSSION RE: BUILDING OFFICIAL APPLICATIONS MR. NUTT INFORMED COUNCIL THAT THE CITY HAD RECEIVED TEN APPLICATIONS FOR BUILDING OFFICIAL FROM THE SECOND ADVERTISING. HOWEVER, SOME WERE RECENT COLLEGE GRAUDATES AND OBVIOUSLY NOT QUALIFIED. MR. NICHOLAS EXPRESSED ADESIRE TO REVIEW ALL OF THE APPLICATIONS. OTHER COUNCIL MEMBERS WILL REVIEW THEM AFTER MR. NUTT HAS CULLED THEM. NO ITEM ON TUEDAY'S AGENDA. PLACE ON NEXT WORKSHOP AGENDA. DISCUSSION MR. NUTT EXPLAINED TO COUNCL THAT SUFFICIENT TIME HAS LAPSED SO THE CITY COULD ACCEPT THE CENTRAL AVENUE RESURFACING PROJECT. HOWEVER, HE SUGGESTED NOT ACCEPTING IT UNTIL THE NEXT MEETING BECAUSE THE NECESSARY REPAIRS WERE JUST COMPLETED TODAY. HE ALSO TOLD COUNCIL THAT HE HAD A MEETING WITH THE DEVELOPERS OF BAIN'S LANDING, WHICH IS GOING TO BE CONSTRUCTED ON THE BANANA RIVER NEAR THE SEWER PLANT. HE EXPLAINED THE CITY WOULD NEED TO ADDRESS THE PROBLEM OF A NEW ACCESS FOR THE SEWER PLANT BECAUSE ONCE CONSTRUCTION HAS BEGUN, OUR PRESENT ACCESS MAY BE CUT OFF. MR. SCOTT REQUESTED AN ITEM BE PUT ON TUESDAY'S AGENDA RE- SETTING APUBLIC HEARING DATE FOR REQUEST TO VACATE CHANDLER AVENUE BETWEENROSALIND AND RIDGEWOOD. HE EXPLAINED THAT THE P 6 Z BOARD RECOMMENDED NOT TO APPROVE THIS VACATION BUT IT STILL NEEDS TO GO BEFORE COUNCIL. MR. SCOTT ALSO INFORMED COUNCIL THAT THE LONGPOINT ROAD HEARING REGARDING THE REZONING WILL. BE HELD NEXT WEEK. MR. KIDD, A PROPERTY OWNER ON LONGPOINT ROAD, SPOKE TO COUNCIL AND ASKED THEM IF THE CITY WOULD APPEAL THE DECISION IF IT'S AGAINST THEM. COUNCIL EXPLAINED THAT DECISION WOULD HAVE TO BE MADE AT THAT TIME. MAYOR RUTHERFORD ANNOUNCED THE FIREMEN'S BALL TO BE HELD ON OCOTBER 15TH. CITY COUNCIL WORKSHOP MEETING - 9-15-83 PAGE 3 OF 3. Nutt, City Manager RE: Comprehensive Business Insurance Bids We advertised for and received bids for renewal of the Cityls Comprehensive Business Insurance packet for the 1983/84 Fiscal Year. We received responses from. MacMillan, Buchanan 6 Kelly, Risk Management and Brown& Brown, Inc. We had asked for quotations for coverage similar to that in effect and for certain other options such as increased deductibles or higher liability limits. As the State Legislature did not modify the sovereign immunity provisions, the City Attorney and I agree that we do not need to obtain higher liability limits at this time. Given this situation we have only one bid that meets the minimum requirements of our specifications. That bid is MacMillan, Buchanan S Kelly, our present agent. The Rodes, Roper, Love Insurance Agency did file a, protest that the MacMillan, Buchanan I Kelly bid be disqualified, but I feel the disqualification is not in order. it is my recommendation that MacMillan, Buchanan and Kelly be awarded the Comprehensive Business Insurance package for the policy year beginning October 1, 1983. All applications for buildng permits for any new structure and its accessory buildings shall be accompanied by the following: For not over three (3) (triplex) residential units, three (3) copies of the structural plans; more than three (3) residential units and all commercial structures, six (6) copies of the structural plans, the original and five (5) copies of a survey of the property prepared by a surveyor licensed by the State of Florida and bearing his signature and seal. The survey shall show all property lines, the location and dimensions of all exisitng or proposed structures on the property with the front, rear and side setbacks clearly marked and showing the elevation of the crown of the street nearest the principal strucutre. The actual dimensions and shape of the lot or lots to be built upon, including the location and actual boundaries of said lots, of any abutting water courses and water bodies. 2. The exact dimensions and locations on the lot of proposed and existing buildings. 3. The dimensions of the proposed buildings or alterations. G 4. The location and layout of the proposed sewage system. 5. The required parking spaces, loading and unloading spaces; maneuvering space and openingforingress and egress. 6. When applicable, grading and drainage plans showing any and all cuts, fills and provisions for adequately carrying off surface water on premises, plds provisions for any surface.water which would naturally flow over or through the area. 7. The site plan and survey may be incorporated into one document, with the necessary copies, providing all the requirements of Paragraph A-1 through 6 are complied with. 8. Site plans, requests for special exceptions and vacations of streets, alleys and easements shall be submitted to the City Building Department, not less than fourteen (14) days before the next regular Planning and Zoning Board meeting. The Building Department shall, stamp the date and hour of submittal upon one copy of the submitted plans and/or documents. g. The type of enclosure for and location of communal type trash containers (dumpsters) shall be shown on the site plans.
