MINUTES
SPECIAL MEETING
July 26, 1962
A Special Meeting of the Town Council of Cape Canaveral, Florida
was held Thursday, July 26, 1962, at 7 :30 P.M., in the Recreation Hall
of the Cocoa Palms Trailer Court.
Town Officials Present: Mayor R.A. Jamieson, Aldermen George
Rogers, A. D.Anderson, C. F. Applegate, W.J. Eberwein and Leo D.
Collins and Town Clerk Jean K. Taylor.
The meeting was called to order by the President of the Council
George Rogers who stated it was a special meeting called for the
purpose of discussing an accountant, By- laws, method of payment to
attorney, road signs and parks.
Mr. Wes Hauser, CPA of:the' firm M.A. Montenegro, Inc. was
introduced who stated he had performed similar tasks for the Cities
of Cocoa and Rockledge. A question and answer and discussion period
between the Council and Mr. Hauser ensued and Mr. Hauser was requested
to submit a letter to the Council verifying the statements he made
to the Council verbally.
By -Laws: The "BY LAWS OF THE CAPE CANAVERAL TOWN COUNCIL" were
thoroughly discussed, corrections were made to the prepared set.
After much deliberation, a MOTION was duly made, seconded and passed
unanimously to accept the By -laws as corrected. A corrected set of
the "By -laws of the Cape Canaveral Town Council" is attached hereto
and made a part hereof.
COMMISSION APPOINTMENTS: By consensus of the Town Council, the
following appointments were made as outlined in the adopted By -laws:

Public WorKs: Alderman C. F. Applegate; Building and Zoning: Alderman
Ceorge Rogers; Police, Fire and Recreation: Alderman A. D. Anderson;
Finance, Budget and Administration: Alderman Leo B. Collins;
Sanitation and Public Health: Alderman W. J. Eberwein.
After the appointment of the various Commissioners unanswered
problems regarding parks, road signs and attorney fees were passed on
to their respective fields.
The meeting was adjourned by unanimous consensus of the Council.

I Name of Council
The name of this council Shall be the Cape Canaveral Town Council..
II Membership
1. Qualification and Election
Membership of this council shall be duly elected, by the citizens
of the town of Cape Canaveral, and shall serve on this council in
accordance with Florida Statutes 165.05.
III Officers
1. Qualifications
Any member of the Council is eligible for the position of president
of the council and the position of president pro tem.
2.. Election
At the meeting immediately following the yearly election the council
shall elect one of its members president, who shall preside over the
council.
3. Term of office
The term of office or the president of the council shall be one (1)
year with a right of succession. The term of the president pro tem
shall only be for the length of time the president is absent.

4.. Vacancies
a.. Mayor
In case of the absence, sickness or other disability of the mayor,
the president shall be act as mayor for the time being and while so
acting shall be disqualified from presiding over the council.
For the. purpose or signing or vetoing of ordinances, a known con-
tinual absence of the mayor from the community for a period of
fourteen (14) days or more will be considered a vacancy.
b. President
In the case of, the absence, sickness or other disability of the
president, or while the president is acting as mayor, the council
shall elect a president pro tem to preside over the council.

IV Meetings
1.. Regular
A regular meeting of the Cape Canaveral Town Council shall be called
to order at seven- thirty o'clock on each Tuesday evening.. This
meeting shall be called to order for the purpose of conducting
scheduled town business as outlined by the standing orders of the day.
All regular meetings shall be open to the public. The time, day and
place of these regular meetings shall be made known to the public.
2.. Special
A special meeting may be requested by any alderman, or the mayor,
of the town of Cape Canaveral. The request for a special meeting
shall be made at a regular meeting and shall specify:
a.. The subject, or subjects
b.. The meeting time
c.. The meeting date
d.. The meeting place
This information shall be made known to the public on the day following the
regular meeting at which the special meeting was approved..
Discussion, at a special meeting, shall not deviate from the specified
subject, or subjects, stated in the request for a special meeting.
A special meeting must be approved by a two -thirds (2/3) majority vote
of the alderman at the time of the request.
3.. Quorum
A majority of the council members shall constitute a quorum for the
transaction of business at a town meeting.
4. Orders of the Day
The orders of the day for a regular meeting of this council shall be:

Adjourn town meeting
During any portion of the meeting the mayor or alderman may ask interested
citizens to express opinions concerning the business of the meeting. At
such times the mayor or aldermen may question the citizens concerning the
opinions expressed.
5.. Agenda
All items of business to be placed on the agenda of a regular meeting shall
be submitted.to the town clerk prior to ten o'clock on the Friday morning
immediately preceding the next regular meeting date. The regular meeting
agenda shall be made known to the public on, or before, one o'clock on the
Monday afternoon immediately preceding the regular meeting date at which
time the agenda will become the orders of the day.

V. Advisory Board:
1. Responsibilities
Each council member shall be responsible for certain aspects for city
government and it will be each member's responsibility to be a source of
information to the council in their area of jurisdiction.. While this
responsibility does not prevent any aldermen from exercising his normal
prerogatives, it will permit an orderly division of responsibilities among
the aldermen.. The five areas of responsibility will be:

The council will assign the area of responsibility for any topic not specified in
this section.

2. Appointment
At the first meeting after each election of council members, the members
shall select their area of responsibility. Any alderman who has been
reelected or whose term of office carries over from the previous election
shall have first choice to select the area of responsibility he had in the
year immediately preceding. All new members of the council and old members
who wish to change their area of responsibility shall then mutually agree
upon their area of responsibility. If two or more aldermen desire the
same area then they will select their area by drawing lots. Only one
alderman will be responsible for an area and each area must have an alderman
assigned to it.
VI.. Parliamentary Authority
1. Robert's Rules of Order Revised shall be the parliamentary Authority for
the orderly conduct of all meetings called to order by the Cape Canaveral
Town Council.
2. The Florida Statutes shall superoede Robert's Rules of Order Revised when
conflict between the two Authorities exist.. The Florida Statutes shall
be the Authority in legal situations confronted by the Council. Robert's
Rules of Order Revised shall be the Authority for situations not contained
in the Florida Statutes.
VII Amendments
These bylaws may be amended at any regular meeting of the Town Council by a
two-thirds (2 /3) majority vote of the Council..The proposed amendment must
be presented, in writing, to each member of the Council at least seven (7)
days prior to calling the proposed amendment to a vote.
