HomeMy WebLinkAboutMinutes 06-12-1962TOWN OF CAPE CANAVERAL, FLORIDA MINUTES JUNE 12, 1962 A regular meeting of the Town Council of Cape Canaveral, Florida was held Tuesday, June 12, 1962, in the Recreation Hall of the Cocoa Palms Trailer Court, at 7:30 P.M. Town Officials Present: R. A. Jamieson, Mayor George G. Rogers, Alderman C.F. Applegate, Alderman. W. J. Eberwein, Alderman Leo B. Collins, Alderman Jean K. Taylor, Town Clerk The meeting was called to order by President of the Council, George G. Rogers. The minutes of the previous meeting of June 7, 1962 were read. On MOTION of Leo Collins, seconded by C. F. Applegate and passed unanimously, the minutes ware approved as read. A bill in the amount of $1.00 payable to Brevard County for payment of one year's rent on the leased lots for City Hall was presented to the Council. On MOTION of Leo Collins, seconded by C. F. Applegate, and passed unanimously the bill was ordered paid. On MOTION of C. F. Applegate, seconded by W. J. Eberwein, and passed unanimously, Mr. Frank Hoog was appointed BUILDING INSPECTOR for the Town of Cape Canaveral. ZONING AND VARIANCES: The need to establish rules and regulations for by which persons may apply for zoning changes and variances was discussed. On MOTION of Leo Collins, seconded by C. F. Applegate and passed unanimously, the following rules was estastablished: Axixzxantxdit" Application may be made for a zoning change by submitting a letter to the Town Clerk with a fee of $25.00. The letter should include the present zoning classification, the requested re- zoning classification, a legal description of the land to be re -zoned and a plot plan of the area showing all property owners within 500 feet of the property to be re -zoned together with the names and addresses of said property owners. The legal description to be submitted would be published in a newspaper published in Brevard County at least 15 days prior to the meeting of the Zoning Board. A meeting of the Zoning Board was called for Wednesday, June 13, 1962, at 7:30 P.M. at the home of C. F. Applegate, 615 Washington Avenue. 19 MINUTES JUNE 12, 1962 BUILDING PERMIT FEES: A MOTION establishing building Permit fees of $2.00 for the first 100 square feet and $1.00 for each additional square feet with a minimum permit fee of $5.00, with Churches exempt, was made by George Rogers, seconded by C. F. Applegate and passed unanimously. Mr. Sims and Mr. Bird representing shufford Mills Incorporated showed the plans for the area that shufford Mills, is in the process of developing. They expressed a willingness to work with the Town Officials for the mutual benefit of all concerned. FIRST BABY: It was announced that as far as can be determined that the first baby born of parents within the territorial limits of the Town of Cape Canaveral since June 2, 1962 was Robert C. Marrow, Jr., .son of Mr. and Mrs. Robert C. Marrow of Celestrial Trailor Park. On MOTION of Leo Collins, seconded by Wm. J. Eberwein and passed unanimously, the Town Clerk was instructed to prepare a letter of Congratulations to the new citizen for the Mayor's signature. A letter had been received from the Fire Chief of Cocoa Beech inviting the volunteer firemen of the area to attend a fire school at the Loverldge Fire Hall. The school to begin instructions on the 25th of June, at 1900. ////////////////////////////////////////////////// ORDINANCE No.1-62 The third reading of Ordinance No. 1 -62 was given. It is entitled " AN ORDINANCE TO FORBID AND PUNISH ANY ACT WITHIN THE CITY LIMITS WHICH SHALL BE RECOGNIZED BY THE LAWS OF FLORIDA AS A MISDEMEANOR". On MOTION of Leo Collins, seconded by C. F. Applegate and passed unanimously, Ordinance No. 1 -62 was approved. /////////////////////////////////////////////////// ORDINANCE No. 2 -62 The Third reading of Ordinance No. 2 -62 was given. It is entitled "AN ORDINANCE IMPOSING AN EXCISE OR PRIVILEGE TAX UPON THE SALE, RECEIPT, PURCHASE, POSSESSION, CONSUMPTION, HANDLING, DISTRIBUTION AND USE OF CIGARETTES SOLD OR TO BE SOLD WITHIN THE TERRITORIAL LIMITS OF CAPE CANAVERAL, FLORIDA". On MOTION of C. F. Applegate, seconded and Wm. Eberwein and passed unanimously, Ordinance No. 2 -62 was approved. //////////////////////////////////////////// A Petition was presented to the Council bearing 52 names dissapproving of the set Amounts in Ordinance No. 3-62 for the licensing of Apartments and Trallors. The petition was discussed and a MOTION was made by C. F Applegate, seconded by W. J. Eberwein to not accept the petition. The vote not to accept the petition was 20 MINUTES JUNE 12, 1962 as follows: Voting not to accept the petition /were George C. Rogers, William J. Eberwein and C. F. Applegate. Voting against not accepting the petition was Leo Collins. //////////////////////////////////////////// ORDINANCE NO. 3 -62 The third reading of Ordinance No. 3 -62 was given. It is entitled "AN ORDINANCE LEVYING OCCUPATIONAL LICENSE TAXES ON BUSINESSES, PROFESSIONS, AND OCCUPATIONS, PROVIDING FOR THE ISSUANCE OF LICENSES FOR BUSINESSES, PROFESSIONS, AND OCCUPATIONS IN THE TOWN OF CAPE CANAVERAL, FLORIDA: ESTABLISHING LICENSE TAXES ON CERTAIN BUSINESSES, PROFESSIONS, AND OCCUPATIONS, PROVIDING FOR THE PAYMENT THEREOF, REGULATING THE CONDUCT AND SETTING FORTH CONDITIONS FOR THE ISSUANCE OF SALE: PRESCRIBING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH: AND FOR OTHER PURPOSES". A MOTION was made by C. F. Applegate, seconded by W. J. Eberwein to pass the Ordinance. The MOTION passed by a 3 to 1 vote. Those voting to pass Ordinance No. 3 -62 were George C. Rogers, C. F. Applegate and W.J. Eberwein. Voting against Ordinance No. 3 -62 was Leo B. Collins. /////////////////////////////////////////////////////// ORDINANCE No. 4 -62 A reading of the title of Ordinance No. 4-62 was given. The Ordinance was then read in its entirety. It is entitled "AN ORDINANCE CREATING AN ELECTION CODE OF THE TOWN OF CAPE CANAVERAL, FLORIDA, RELATING TO QUALIFICATIONS AND REGISTRATION OF ELECTORS, REGISTRATION OFFICERS AND PROCEDURES: CANDIDATES AND CONTESTING AND ELECTIONS: ELECTIONS, GENERAL, SPECIAL, BOND AND REFERENDUM: VOTING CONDUCTING AND CANVASSING RESULTS OF ELECTIONS AND ADOPTING A PERMANENT REGISTRATION SYSTEM: PROVIDING A PROCEDURE THEREFORE: DESIGNATING THE TOWN CLERK AS SUPERVISOR OF REGISTRATION AND AS CUSTODIAN OF THE REGISTRATION BOOKS; PROVIDING FOR REMOVAL OF NAMES FROM REGISTR ATION BOOKS". It was read as an emergency Ordinance. On MOTION of Leo Collins, seconded by W.J. Eberweln and passed unanimously Ordinance No. 4 -62 was adopted. ///////////////////////////////////////////////////// A reading of Resolution No. 2 was given. RESOLUTION NO. 2 It is hereby RESOLVED by the Town Council of the Town of Cape Canaveral that the Town Hall at the temporary location of the Commercial Center Barbers Shop on North Atlantic Avenue will be open during the hours of 9:00 a.m. to 12:00 noon Monday. Tuesday, Thursday and Friday. 21 MINUTES JUNE 12, 1962 4 On MOTION of Leo Collins, seconded by C. F. Applegate and passed unanimously, Resolution No. 2 was adopted. A period of open discussion of topics /importance to citizens in the area followed. It was announced that an Agenda meeting was to be held Thursday, 14 June, 1962 at the Cocoa Palms Trailor Park Recreation Hall at 7:30 P.M. The meeting was adjourned at 10:30 P.M.
