MINUTES
JUNE 7, 1962
A regular meeting of the Town Council of Cape Canaveral, Florida was
held Thursday, June 7, 1962, in the Recreation Hall of the Cocoa Palms Trailor
court, at 8:10 P.M.
Town Officials Present: George G. Rogers, Alderman
C. F. Applegate, Alderman
W. J. Eberwein, Alderman
Leo B. Collins, Alderman
Jean K. Taylor, Town Clerk
The meeting was called to order by George Rogers, who xxxxxxxxxxx in the
absence of the Mayor, acted as Mayor. His opening remarks to those assembled
asked that objections to actions taken by the Council be submitted in one of
two ways: 1. By letter to P. 0. Box 12, Port Canaveral; 2. by petition to the
Town Clerk prior to the next meeting. A statement that all elections from now
on, with the exception of voting on bond issues, would be open to freeholders
and non - freeholders alike as provided by State Statute.
The meeting was turned over to C. F. Applegate, President pro tam of the
Council.
Minutes of the previous meeting of June 5, 1962, were read by the Town
Clerk. On MOTION of Leo Collins, seconded by Bill Eberwein and passed unanimously
the minutes were approved as read.
Two bills were presented for payment: $2.50 to Brevard County for a set of
Brevard County Zoning Ordinances and one for $20.00 to Ed Sprow as a second payment
on the Thermafax machine; this payment leaving a balance of $60.00 due on the
machine. On MOTION of Leo Collins, seconded by Bill Eberwein, and passed unanimously
these two bills were ordered paid.
DEPUTY CLERK: Aoting Mayor Rogers asked that he be allowed to appoint a
Deputy Clerk, Mrs. Alice B.Scabarozi and she was duly sworn in by Acting Mayor Rogers.

ORDINANCE No. 1 -62
The second reading of Ordinance No. 1 -62 was given. It is entitled "AN
ORDINANCE TO FORBID AND PUNISH ANY ACT WITHIN THE CITY LIMITS WHICH SHALL BE
RECOGNIZED BY THE LAWS OF FLORIDA AS A MISDEANOR". It was tabled to be given
a third reading.

ORDINANCE NO. 2-62
The second reading or Ordinance No. 2 -62 was given. It is entitled
"AN ORDINANCE IMPOSING AN EXCISE OR PRIVILEGE TAX UPON THE SALE, RECEIPT,
PURCHASE, POSSESSION, CONSUMPTION, HANDLING. DISTRIBUTION AND USE OF CIGAARETTES
SOLD OR TO BE SOLD WITHIN THE TERRITORIAL LIMITS OF CAPE CANAVERAL, FLORIDA".
It was tabled to be given a third reading.

ORDINANCE No. 3 -62
The second reading of Ordinance No. 3-62 was given. It is entitled
"AN ORDINANCE LEVYING OOCUPATIONAL LICENSE TAXES ON BUSINESSES, PROFESSIONS,
AND OCCUPATIONS, PROVIDING FOR THE ISSUANCE OF LICENSES FOR BUSINESSES, PROFESSIONS,
AND OCCUPATIONS IN THE TOWN OF CAPE CANAVERAL, FLORIDA: ESTABLISHING LICENSE
TAXES ON CERTAIN BUSINESSES, PROFESSIONS, AND OCCUPATIONS. PROVIDING FOR THE
PAYMENT THEREOF, REGULATING THE CONDUCT AND SETTING FOR CONDITIONS FOR THE
ISSUANCE OF SAME: PRESCRIBING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE AND
REPEALING ALL ORDINANCES IN CONFLECT HEREWITH: AND FOR OTHER PURPOSES.. It was
tabled to be given a third reading.

ORDINANCE No. 4 -62
The first reading of Ordinance No. 4 -62 was given. It is entitled
"AN ORDINANCE CREATING AN ELECTION CODE OF THE TOWN OF CAPE CANAVERAL, FLORIDA,
RELATING TO QUALIFICATIONS AND REGISTRATION OF ELECTORS, REGISTRATION OFFICERS
AND PROCEDURES: CANDIDATES AND CONTESTING ELECTIONS, GENERAL , SPECIAL,
COND AND REFERENDUM: VOTING: CONDUCTING AND CANVASSING RESULTS OF ELECTIONS AND
ADOPTING A PERMANENT REGISTRATION SYSTEM: PROVIDING A PROCEDURE THEREFOR:
DESIGNATING THE TOWN CLERK AS SUPERVIS0R OF REGISTRATION AND AS CUSTODIAN OF THE,
REGISTRATION BOOKS; PROVIDING FOR REMOVAL OF NAMES FROM REGISTRATION BOOKS".
It was read as an emergency ordinance and was tabled to be given the second and
final reading.
