MINUTES
COUNCIL MEETING
APRIL 18, 1962
A regular meeting of the Town Council of Cape Cnnaveral, Florida,
was held Wednesday, April 4, 1962, in the Recreatlon Hall of the Cocoa Palms
Trailor Court, at 6:30 P.M.
Town Officials Present: R. A. Jamieson, Mayor
George G. Rogers, alderman
Wm.J. Eberwein, Alderman
C. F.Applegate, Alderman Don Clayton, Alderman
A. D. Anderson, Alderman
Jean Taylor, Town Clerk
The meeting was opened by the President of the Council, George
Rogers.
The minutes of the previous meeting of April 11, 1962, were read
and on MOTION of C. Applegate, seconded by D. Clayton and passed unanimously,
were approved as read.
ORDINANCE #2
The third and final reading of Ordinance # 2 was given.
Ordinance #2 is entitled 'AN ORDINANCE TO FORBID AND PUNISH MAY ACT WITHIN
THE CITY LIMITS WHICH SHALL BE RECOGNIZED BY THE LAWS OF FLORIDA AS A
MISDEMEANOR". On MOTION of Don Clayton, seconded by W.J. Eberwein, and
passsed unanimously, Ordinance #2 was approved by the Town Council.

ORDINANCE #3
The third and final reading of Ordinance #3 was given. Ordinance
#3 is entitled "AN ORDINANCE IMPOSING AN EXCISE OR PRIVILEGE TAX UPON THE
SALE, RECEIPT,PURCHASE, POSSESSION, CONSUMPTION, HANDLING, DISTRIBITION AND
USE OF CIGARETTES SOLD OR TO BE SOLD WITHIN THE TERITORIAL LIMITS OF CAPE
CANAVERAL, FLORIDA.". On MOTION of Don Clayton, sceonded by C. Applegate, and
passed unanimously. Ordinance #3 was approved by the Town Council.

COUNCIL MEETING, Minutes 2 April 18, 1962
The first reading of the Alcoholic beverage ordinance pertaining
to extended selling hours for beer, wine and ale was given.
The first reading of the Alcoholic beverage oidinenne pertaining
to extended selling hours for all Alcoholic beverages was given.
Discussion followed the reading of the two proposed ordinances.
It was asked if the matter could be put to public vote, the answer given was No.
It was asked If local groups oould protest, *he answer given was Yes, by petiting
to the Council.

ORDINANCE #4
Ordinance #4 was given the first readting. The title of this
Ordinance is "AN ORDINANCE LEVYING OCCUPATIONAL LICENSE TAXES OF BUSINESSES,
PROFESSIONS, AND OCCUPATIONS, PROVIDING FOR THE ISSUANCE OF LICENSES FOR
BUSINESSES, PROFESSIONS, AND OCCUPATIONS IN THE TOWN OF CAPE CANAVERAL, FLORIDA;
ESTABLISHING LICENSES TAXES ON CERTAIN BUSINESSES, PROFESSIONS, AND OCCUPATINS,
PROVIDING FOR THE PAYMENT THEREOF, REGULATING THE CONDUCT AND SETTING FORTH
CONDITIONS FOR THE ISSUANCE OF SAME, PRESCRIBING A PENALTY FOR THE VIOLATION
OF THIS ORDINANCE AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND FOR
OTHER PURPOSES." The Ordinanoe #4 was tabled to be read at the next council
meeting.

The following persons had filed to be candidates for election to
the Charter Board on May 1, 1962: Lawrence W. Albert, Conrad 0. Beaulieu,
Leo R. Collins, George E. Farmer, Robert H. Hines, Frances Ann Jamieson,
Donald L. Kiser, Kenneth R. McCabe, Cecil N. Phelps, Leonard J. Sahnack,
Roy Staton, Kenneth S.Taylor.
The following persons find filed to be candidates for election to
the Permanent Election Board on May 1, 1962: Lloydine Collins, Rose Marie Lenie,
Margaret F. Littler, Norm, A. Markham, Alice B. Scabarozi.
The changes in the days and time of the Agenda meetings and the
Council meetings was given. The next Agenda meeting was to beThursday, April 13,
1962, at 7:30 p.m. In the Recreation Hall of the Cocoa Palms Trailor Court. The
next Council Meeting was to be xxxxxxxxxxxTuesday; April 24, 1962, at 7:30 p.m.
In tho Recreatlon Hall of the Cocoa Palms Trailer Court. Each meeting to be held
at the same time, day and place, each week until further notice.
A garbage franchise was mentioned but tabled until the next meeting.

COUNCIL MEETING MINUTES 3 April 18, 1962
A letter to the Town Council suggesting all future franchises be
tabled until investigated by the City Attorney was read. It was slgned by
25 Persons.
Thu President of the Council led a discussion of the zoning and
planning thoughts of the Council and explained the need for a Planning and
Zoning Board for the Town.
ADJOURNMENT: There being no further business, the meeting was
adjourned at 9:30 P.M.
