THE MEETING WAS CALLED TO ORDER AT 7:30 P.M. BY MAYOR WAYNE RUTHERFORD COUNCIL MEMBERS PRESENT WERE: MAYOR RUTHERFORD, MAYOR PRO TEM JOAN CALVERT, J. FISCHETTI AND L. NICHOLAS. AGENDA. ITEM 2. RESOLUTION N0. 84-10 INITIATING PROGRAM FOR RESURFACING STREETS IN CANAVERAL BEACH GARDENS AREA CITY MANAGER F. NUTT EXPLAINED THAT THIS RESOLUTION IS THE FIRST OF SEVERAL THAT WILL HAVE 1O BE ADOPTED FOR THE RESURFACING PROJECT IN THE CANAVERAL .BEACH GARDENS AREA. AGENDA. ITEM 3. DISCUSSION RE: SECURITY TRAILER AT POLLUTION CONTROL FACILITY COUNCIL HAD BEFORE THEM A PROPOSED AGREEMENT FORMAT WHICH WOULD BE USED FOR THE SECURITY TRAILER AT THE POLLUTION CONTROL FACILITY. THE FOLLOWING CHANGES WERE SUGGESTED. ADD THE FOLLOWING SENTENCE IN PARAGRAPH 1:"THE CARETAKER SHALL BE SELECTED BY THE CITY MANAGER." ALSO, CHANGE THE WORDING IN PARAGRAPH 9 RE: RIGHT OF ENTRY BY CITY. AGENDA A RESOLUTION FOR TUESDAY... ITEM 4. SETTING DATE FOR SPECIAL WORKSHOP FOR THE PURPOSE OF REVIEWING THE PERSONNEL POLICY AND PROCEDURES CITY MANAGER F. NUTT ASKED COUNCIL TO SET A DATE FOR A SPECIAL WORKSHOP TO REVIEW THE PERSONNEL POLICY AND PROCEDURES. NO FIRM DATE COULD BE ESTABLISHED AT THIS TIME. AGENDA FOR TUESDAY. DISCUSSION CITY MANAGER F. NUTT INFORMED COUNCIL THEY WOULD NEED AN ADDITIONAL ITEM ON TUESDAY'S AGENDA REGARDING WAIVING .COURT FEES FOR CAPEVIEW ELEMENTARY SCHOOL'S MINI ENRICHMENT PROGRAM. HE ALSO TOLD COUNCIL MITCH OWENS, VICE-PRESIDENT OF HOUGH AND COMPANY, WOULD BE AT TUESDAY NIGHT'S COUNCIL MEETING TO DISCUSS THE CITY'S BOND PARTICIPATION NOTES. MR. BOX 029 TELEPHONE 203 2E11I00 April 12, 1984 M E M O R A N D U M TO: Mayor and City Council FROM: City Manager RE: Port Canaveral Fire Fighting - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - On Tuesday, April 10,I met with representatives of the Canaveral Port Authority and 'the U.S. Coast Guard todiscuss firefighting activities at the Port.. The present Fire Protection Agreement between the Canaveral Port Authority, Cape Canaveral Volunteer Fire Department and the City,relieves the City and the Fire Department of the responsibility to provide fire protection on the water or to the ships in the Port basin if docked from the water side or to board any ship. The Fire Department will co- operate with the Coast Guard and other parties in firefighting activities.. Coast Guard documents and policy also limit the Coast Guard's responsibility for firefighting. The Coast Guard will assist local firefighting units when requested, or according to local contingency plans, if adopted. "The Coast Guard intends to maintain this traditional assistance as available posture without conveying the impression that it stands ready to relieve local jurisdictions of their responsibilities." The Coast Guard's Marine Safety Manual states "local firefighting forces, whether compos full-time personnel, volunteer, or call firefighters,retain both supervisory and operational fire- fighting responsibility." In reality, the Port Canaveral Coast Guard Station is not equipped to handle major fire situation. The Station personnel provide the best service that they can, given their lack of staff and equipment. The Coast Guard personnel are best able to co- ordinate activities and provide assistance to land based fire personnel. s MEMO TO: Mayor and City Council(continued) FROM: City Manager RE: Port Canaveral Fire Fighting The Canaveral Port Authority. is scheduled, at its April 19 Meeting, to authorize the appointment of a Security and Emergency Services Coordinator to develop a Port disaster contingency plan, and to train, personnel in marine fire- fighting techniques. This individual would coordinate and direct emergency operations at the Port. Implementation of this position will establish responsibility for command of emergency situations at the Port. Also, at the April 19 Port Authority Commission meeting, policies relating to responsibility for repayment and re- placement of damaged property of agencies responding to emergencies at the Port are to be adopted. It is anticipated that the Port Authority will assume full responsibility of any damaged or lost equipment. - The Port Authority staff has been cooperative in attempting to address the concerns of the City and the Cape Canaveral volunteer Fire Department which have arisen from the MS SCANDANAVIAN SEA fire and subsequent responses to the Port. All parties are aware that problems exist, and are trying to take corrective action in a cooperative manner. A speedy resolution is hampered, however, due to some uncertainties. The Port has not selected the Security and Emergency Services Coordinator, and depending upon that person's training and experience, different courses of action can be taken. The Fire Department is scheduled to elect officers next week, which could result in different philosophies and policies. The Port Authority also has not adopted a responsibility statement or policy. It would behoove the City to review the present. Fire Protection Agreement to identify areas that should be revised, and begin negotiations with all parties to arrive at aworkable agreement. The deputies assigned to carry out the Police Services Contract do not need the entire building, thus, freeing space for other uses. The City could utilize a portion of the building for record storage and microfilm processing. This would allow for more efficient use of office space in City Hall which is becoming cluttered. A portion of the building can be used by the Building Department. Records and plans now occupy a great deal of space in the building department, which leaves little space for the efficient and effective processing of applications and permits. Little space is available to review and analyze plans and drawings. The Building Official, his clerical assistant, and the customers, are all in the same room which does not allow for privacy or concentration. The cost of moving these functions to the Police Building would be minimal. The only initial structural change would be the conversion of an interior window to a door. Telephone relo- cation would also be at a minimal cost.. The rent received from the Sheriff would continue for the present fiscal year, but would have to be adjusted in October. 'Frederick C.
