WORKSHOP MEETING
MAY 10, 1984
THE CITY COUNCIL OF THE CITY OF CAPE CANAVERAL, FLORIDA,
HELD A WORKSHOP MEETING ON MAY 10, 1984 AT. CITY HALL, 105 POLK
AVENUE, CAPE CANAVERAL, FLORIDA.
THE MEETING WAS CALLED TO ORDER AT 7:30 P.M. BY MAYOR
WAYNE RUTHERFORD.
COUNCIL MEMBERS PRESENT WEREt MAYOR RUTHERFORD, J. FISCHETTI,
AND JOHN WINCHESTER. ABSENT WAS MAYOR PRO TEM J.CALVERT WHO WAS
OUT OF TOWN ON VACATION.
ALSO PRESENT WERE: CITY MANAGER, F. NUTT,CITY ATTORNEY, J.
SCOTT AND DEPUTY CITY CLERK, J. LEESER.

MR. WINCHESTER SUGGESTED THAT THE CITY MAIL: A'LETTER TO
VIOLATORS WHO HAVE THEIR DUMPSTERS PLACED ON THE CITY RIGHT-OF-
WAY. DISCUSSION FOLLOWED. MR. NICHOLAS. SUGGESTED ALLOCATION OF
FUNDS.. TO HIRE,A PART-TIME CODE ENFORCEMENT OFFICER TO HELP WITH
THIS PROBLEM AND OTHER CODE VIOLATIONS. AGENDA AN ITEM REGARDING
CODE ENFORCEMENT OFFICER.

ITEM 5. DISCUSSION RE: HALFWAY HOUSE REQUEST FOR DONATION
THERE WAS DISCUSSION BY COUNCIL AND IT WAS THEIR CONSENSUS
THAT THIS. ASSOCIATION SHOULD RECEIVE THEIR MONIES FROM STATE
AGENCIES OR THE UNITED WAY. 'DO, NOT AGENDA.
ITEM 6. DISCUSSION RE, CAPE CANAVERAL PUBLIC LIBRARY BUDGET
THERE WAS DISCUSSION REGARDING TRANSFERRING THE $1,200
DONATION FROM SHUFORD MILLS TO THE SALARIES ACCOUNT FOR THE
LIBRARY SO THEY CAN MAINTAIN THEIR SAME OPERATING HOURS. THIS
WOULD CARRY THEM THROUGH TO NEXT FISCAL YEAR. AGENDA THIS ITEM.
DISCUSSION CONTINUED ON ENCOURAGING THE COUNTY LIBRARY
BOARD AND .COUNTY COMMISSIONERS TO INCREASE OUR BUDGET AMOUNT FOR
NEXT YEAR. AGENDA A RESOLUTION ON THIS ITEM.
DISCUSSION
AT THIS TIME, MR. MIKE DANIELS INTRODUCED HIMSELF TO COUNCIL
AND ASKED THEM TO CONSIDER GRANTING HIM AVENDOR'S LICENSE FOR A
HOT DOG STAND. DISCUSSION FOLLOWED. AGENDA FOR TUESDAY.

RE: City Manager's Report
1. We have received notice from attorney Jack A. KirschenbauIn
that Joy Marconi has instructed him to file suit against
.the City for compensatory and punitive damages. A settle-
ment demand in the amount of $10,000 has been received,
which I feel is an unrealistic claim. I would recommend
that the City deny the claim and refer the matter to our
insurance company for. defense.
2. Some time ago, I advised you that the Sheriff would be
moving a number of his non -City patrol units from Cape
Canaveral to Titusville. He has completed the move and
all that remains are .the personnel assigned to the City
and Port contracts and the Selective Enforcement Unit.
The Selective Enforcement Unit provides additional uniform
presence in the City, and when enroute to assignments,
their motorcycles and BATmobile provide a visible deterrent.
In cooperation with the Sheriff, we have replaced the floor
covering in the Police Building which had become an eyesore
and safety hazard. I will shortly relocate the Building
Department to the police Building to utilize space vacated
by the Sheriff. With theincreased workload of the Building
Department, the additional space will allow for more efficient
and effective review of plans and documents, as well as
processing applications.
3. As I previously reported, I am discussing the City's Sewage
Collection System with our consulting engineers. I have
received an initial proposal for an engineering evaluation

of the. system, and am in the process of,reviewing the
scopeand costs. I will present recommendation in
the near future on this matter.
4, 1 am reviewing the City'sfinancial and information
processing systems to implement the data processing
improvements approved in this year's budget. We have
acquired a Lanier Word Processing system to assist the
City Clerk's office in the preparation, storage, and
distribution of thedocuments that are generated by
that office. The System is also capable of assisting
other departments as a microprocessor. We are develop-
ing specifications for financial and statistical soft -
wars and hardware to assist the Finance and Building
departments in improving the efficiency and effectiveness
of their operations.
5. The City's code enforcement activities are currently the
responsibility of the Building Official.. With the in-
creased construction activity that is occurring in the
City, time to devote to a concentrated code enforcement
Program is limited. The Building Official responds to
complaints or ordinance violations and attempts to gain
compliance, but has little time. to spend on a systematic
review of the City. In order to meet the needs for code
enforcement, an additional employee is required.. Initially,
a codeenforcement inspector can be employed on part-
time basis to identify code violations, seek compliance,
and prepare cases for the Code Enforcement Board, if
necessary. Costs for the remainder of the year would be
approximately $3,500.00. This is easily offset by the
revenue received from permits which already exceeds the
annual budget, and from increased revenues generated from
enforcement. _

Since the grant from Shuford Mills was made to the City,
Council needs to amend the budgetto allow for expenditure
to the Library for salaries and benefits. The Cape Canaveral
Library Hoard concurs with Mrs. Sanders' recommendation and

funded by the City are not included. The County Library Board
has decided not to pursue a referendum question on the funding
of the Library system at this time.
The County Library Board will hold its monthly meeting at the
Cape Canaveral Library Thursday, May 24 at 7:30 P.M., should you
