Long Point Road/Columbia Ave. Park
Contacted owners of vacant lots on Long Point Road and
Columbia Avenue, either of which could be used for a play-
ground if the State denies the City permission to use
City owned land on west end of Long Point Road. Met with
playground equipment representative to evaluate best use
of properties. Awaiting CAD drawings.

Youth Drop -In Center feasibility
Submitted overview for utilizing leased facility within the
City. Awaiting specification from company that leases
portables (to Brevard County School Board) for possible
placement at Canaveral City Park. Met with Cape View
Elementary School Principal, Mecheall Giombetti re: possible
use of school for after school drop in activities. Plan
a follow up meeting.
WORKING
Use of Cocoa Beach Recreation facility (swimming pool)
Met with Cocoa Beach Recreation Director, Bobby Scott re-
garding possibility of utilizing the pool. Meeting with
James Liesenfelt, SCATS Transit Planner, to discuss the
possibility of SCATS scheduling a regular daily bus run
between Cape View Elementary and the Cocoa Beach pool
which would allow children in the community a pick up and
drop off point for pool usage during the summer. Also
will discuss the possibility of scheduling a daily bus
run to Cocoa Beach soccer fields (behind CBHS) so Cape
Canaveral youth can participate in organized activities.
Same bus could bring middle and high school students
home to Cape Canaveral thereby giving them an opportunity
to participate in after school activities, i.e. intra-
murals, sports, clubs, etc.

students who wish to participate in after school activities
a mode of transportation home.
I will be attending a joint meeting on April 17, which includes
SCATS, school board transportation and all childrens summer
recreation providers re: bus availability, fees, etc.

RECREATION DEPARTMENT QUARTERLY REPORT
SEPTEMBER 30, 1995
In the fourth quarter of this fiscal year, despite
very hot, humid and wet weather conditions, which included
hurricane § Erin and Jerry (twice) we still managed to service
1124tennis and 589 racquetball players. Court revenue was cer-
tainly affected by the abnormal amount of rainfall.
A report for the six week Summer Recreation Program and
Pool Splash, held between June 19th and July 28th is attached.
Please note: The $2,713which Council approved to transfer from
the contingency fund for the extra six days of the program
(Fridays) and the entire cost of the Pool Splash (bus, pool
entry fee and supervision) was, through careful planning and
spending, absorbed within the recreation department budget and
the contingency dollars were not used.
Facility improvement projects completed this quarter in-
cluded the painting of the interior of the racquetball courts,
resurfacing the racquetball court floors, treating and re-
painting all walkway lights and railing surrounding the obser-
vation deck on the racquetball courts. A security light was
added to the west side of the Recreation Center building.
Most of the efforts outside the normal day to day to day
operations, on an administrative level, were spent on imple-
menting the Summer Recreation/Pool Splash programs, preparing
for and overseeing the facility improvements projects, planning
for fall ppecial interest classes and special events (i.e.
interviewing instructors, scheduling, preparation & distribution
of program flyers, contacting and coordinating with special
event co-sponsors and volunteers and the initial planning
for the 1996 Patriots' Day Parade/Celebration.
Tracking and preparing for the $50,000 FRDAP Grant has
also been a priority. I spoke with Commissioner O'Brien
and county Parks & Recreation Director, Chuck Nelson on
September 22nd and my understanding is that they will perhaps
be funding our fencing project from the 1994-95 cash forward,
however, it may be January before they know how much, if any
monies, will be available. Our request for S21,000 to fund
the fencing project was listed as the #1 priority for the
supplemental budget (which is funded from the department's
cash forward) by the Parks & Recreation Advisory Board. I
will continue to track this item!

RECREATION DEPARTMENT GOALS FOR 1995-96 FY
Administer the FRDAP grant by completing the ballfield
relighting/restroom renovation/fencing project at Canaveral
City Park. Targeted completion date: December 1995
Take steps to better inform the public of park locations
and recreation opportunities by producing and distributing
information brochure/locator map by November 1995
Form a Youth Activities Advisory Council to obtain imput
on how best to meet the recreation needs of the youths
in the community. Solicit youth volunteers through the local
media. Target date for 1st meeting: October 1995
Increase recreation opportunities for the youths in the
community by scheduling and promoting the following activities,
to supplement the traditional special interest classes:
Outdoor basketball clinic/league for 11-15 year olds -fall 95
Haunted Forest/Halloween Party - October 1995
Kite Making Workshop/Festival - November '1995 & March 1996

DECEMBER 5, 1995
Find attached copies of reports on special events and
tournaments which include the Halloween Haunted Forest, after
school Basketball League, Fishing Contest, Recreation Complex'
20th Anniversary Tennis and Racquetball Tournaments. As you
can see, the Recreation Department has had a very active
fall schedule. This is in addition, of course, to the special
interest classes, tennis and racquetball leagues and day to
day court operation.
Stottler, Starmer & Associates is preparing the site plan
and bid specs for the FRDAP grant project. These documents,
along with other required documents, must then be submitted to
DEP for their approval, prior to project commencement. It
is looking less likely each day that this project will be
completed for this Little League season, as I had originally
expected.
An appraisal is currently being prepared on the Columbia
Drive property. The appraisal package will also include
some recommendations on lease purchase options.
An information brochure is being designed for the Parks
and Recreation Department with the Recreation Center, Parks,
Library, Cape View Elementary School & City Hall on the
locator map. Hope to have the information on the street by
the end of December.
I spoke recently with County Parks & Recreation Director,
Chuck Nelson, and the County has not yet completed the year
end close out to determine the amount of carry over within
the recreation budget. He expects a final accounting by mid
January. He assures me that the City's request for ballfield
fencing money is still a very high priority and will likely
will be granted.
Plans are progressing for the Patriots' Day Parade and
Celebration. We are working with the Brevard Community College
art department on an art exhibit by the students. The
local classic car club has agreed to stay after the parade
for a "car show". Due to the Library expansion project, I
plan to close the first block on Taylor Avenue again and use
the Xeriscape Park and Recreation Center area for the festivities.
