THE MEETING WAS CALLED TO ORDER AT 7:30 P.M. BY MAYOR RUTHERFORD. OFFICIALS PRESENT WERE MAYOR W. RUTHERFORD, MAYOR PRO TEM J. CALVERT, COUNCIL MEMBERS J. FISCHETTI, L. NICHOLAS AND J. WINCHESTER. FLORIDA 3292D TELEPHONE ]OS 76MI100 June 28, 1984 M E M O R A N D U M TO: MAYOR AND CITY COUNCIL PROM: CITY MANAGER RE; CITY MANAGER'S' REPORT We have met with representatives of the County Emergency Services Division to resolve problems that have arisen with the consolidation of fire dispatch operations into the Civil Defense facility at Rockledge.I advised the County that per our contract, the City expects dispatch services equal to that provided within the County organi- zation, and that the City should not assumeany costs resulting from the County move. We have appointed Jeff Eckley as Code Enforcement Inspector on a part-time basis as recently authorized by the Mayor and City Council. He is presently concentrating on the problems of improperly located or undersized dumpsters, and junked, abandoned, or improperly located vehicles. As time allows, he will also be addressing violations of the Occupational License Ordinance. In view of the events of the last week, we are reviewing the City Clerk's position. Jan Lesser has informed me that she is not interested in assuming the City Clerk position on a permanent basis. I will, therefore, be soliciting applications for the position at a future date. BOK 326 TELEPHONE 709 7911100 June 28, 1904 M E M 0 R A N D U M TO: MAYOR AND CITY COUNCIL' FROM: CITY MANAGER RE: EVALUATION OF SEWAGE COLLECTION AND TRANSMISSION SYSTEM As I previously advised you, I have been discussing an evaluation of the City's sewage collection system with our conaultingengineers, Briley, Wild 6 Associates. I have received arevised proposal for Briley, Wild to conduct the evaluation which shows a cost with a maximum of $8,500.00. Charges. would be based upon actual coats. The proposal fee appears to be reasonable according to the scope of .the work to be accomplished. The present Sewer Fund budget does not contain sufficient funding to undertake the project. If the project is approved, two funding alternatives exist. We can include the project in the 1984-85 Budget and begin the work after October 1. The second option would be to utilize funds remaining in the Sewer System Construction Account. This account currently has approximately $160,000.00 available. I rederick C. BOX 326 TELEPHONE 305 3611100 June 2B, 19B4 M E M O R A N D U M � r TO: MAYOR AND CITY COUNCIL FROM: CITY MANAGER RE: THRESHOLD INSPECTOR As previously discussed, the Florida Legislature has amended the Special Threshold Building Inspector statute. Part of thechange takes effect now and the remainder on October 1, 1984. In order to comply with the amended statute, the City needs to revise Code Chapter 623. The full impact upon municipal building inspection departments is still being analyzed, and areport is anticipated shortly. The Building Officials Association of Brevard County will meet Thursday evening, June 28, to attempt to arrive at a consensus as to the role of the various jurisdictions in the revised legislation. We should be able to present a'report at the Council meeting on Tuesday. In order to begin the review process, I recommend that the Mayor and City Council authorize advertisement of an amendment to Code Chapter 623 at this time. Frederick U. As the City currently has a variable rate structure for sewer and garbage services, depending upon type of occupancy,a flat rate deposit for all customers would not be advantageous. Also, a single deposit fee for both sewer and garbage would not allow for differentiation between customers who would have abnormal fees for either sewer or garbage. The most desirable deposit rate structure would be one that takes into account both sewer and garbage rates. This suggests a deposit rate structure based upon a given number of months' sewer charges and given number of months' garbage services. To be consistent with Code Chapter 671, a three month service period would be acceptable. I would recommend that the Mayor and City Council consider adopting utility deposit fee structure as follows: (A) For new customers paying a flat monthly sewer charge at existing and new service locations: A fee equivalent to a three months' service period for sewer and garbage, plus hree months' penalty charges. Monthly charges are to be computed upon the average monthly charge for the previous six month period. (C) For new customers whose sewage charges are based upon water consumption at new service locations: A fee equivalent to the percentage of water bill charge established in City Code Section 671.03 Rates multiplied by the water service deposit a amount charged to the customer by the City of Cocoa, plus a fee equivalent to a three months' service period for garbage service, plus three months' penalty charges. Sample deposits for the above classifications would be: '(A) Single Family Residence— Sewer $7.28 x 3 - $21.84 Garbage $6.43 x 3 - $19.29 Penalties $2.00 x 3 - $ 6.00 (B) 'Commercial-- Sewer143.75% of water bill x 3 Garbage Monthlycontainer rate x 3 Penalties '$10.00 x 3 (C) Commercial - 'Sewer 143.758 of Water Deposit Garbage Monthly container rate x 3 Penalty $10.00 x 3 ATfA(]AIINf TO Crry OOU14CII.
