THE MEETING WAS CALLED TO ORDER AT 7:40 P.M. BY MAYOR RUTHERFORD. OFFICIALS PRESENT WERE MAYOR W. RUTHERFORD, MAYOR PRO TEM J. CALVERT, J. FISCHETTI AND L. NICHOLAS. ALSO PRESENT WERE CITY MANAGER F. NUTT, CITY ATTORNEY J. SCOTT AND ACTING CITY CLERK J. LEESER. MR. WINCHESTER WAS OUT OF TOWN ON VACATION. UNFINISHED BUSINESS ITEM 1. DISCUSSION RE: TRAFFIC LIGHTS FOR NEW DEVELOPMENTS CITY MANAGER F. NUTT RECAPPED HIS MEMORANDUM WHICH IS ATTACHED HERETO AND MADE A PART HEREOF. DISCUSSION FOLLOWED. AGENDA FOR NEXT WORKSHOP MEETING. NEW BUSINESS ITEM 1. CITY MANAGER'S REPORT MR. NUTT RECAPPED HIS CITY MANAGER'S REPORT WHICH IS ATTACHED HERETO AND MADE A PART HEREOF. ITEM 2. DISCUSSION RE: LIBRARY FUNDING CITY MANAGER NUTT EXPLAINED TO COUNCIL THAT LIBRARIAN IRENE SANDERS HAD REQUESTED THAT THE CITY CONTINUE FUNDING THE PART-TIME PERSONNEL AT THE LIBRARY UNTIL THE END OF THE FISCAL. YEAR. THE AMOUNT NEEDED TO MAINTAIN THE CURRENT OPERATING HOURS IS $970.00. AGENDA FOR TUESDAY.. ITEM 3. PRESENTATION OF ANNUAL BUDGET/SETTING DATE FOR SECOND BUDGET WORKSHOP MR. NUTT PRESENTED THE 1984785 ANNUAL BUDGET TO THE COUNCIL. COUNCIL REVIEWED THE BUDGET ADOPTION SCHEDULE AND DECIDED TO HOLD THE FIRST BUDGET WORKSHOP MEETING IMMEDIATELY FOLLOWING THE REGULAR COUNCIL MEETING ON TUESDAY, AUGUST 7TH,SINCE THERE IS ONLY ONE ITEM OF BUSINESS ON THE AGENDA. THE SECOND BUDGET WORKSHOP, IF REQUIRE4 WILL BE HELD AFTER THE REGULAR WORKSHOP MEETING ON THURSDAY, AUGUST 16TH. CITY ODU m WORKSH]P MEETING AUGUST 2, 1984 PAGE 1 OF 2 DISCUSSION COUNCIL THAT AT THE FINAL HEARING CITY ATTORNEY SCOTT INFORMED ON THE BEACH BOTTLE CLUB, THE JUDGE UPHELD THE CITY'S ORDINANCE. HOW- EVER, THE OWNERS OF THE BOTTLE CLUB HAVE FILED A NOTICE OF APPEAL WITH THE DISTRICT COURT. .THE CASE WILL PROBABLY NOT BE HEARD FOR SIX TO EIGHT MONTHS AND DURING THIS TIME THE BOTTLE CLUB WILL BE ALLOWED TO REMAIN OPEN. MANAGER, RE: TRAFFIC LIGHTS FOR NEW DEVELOPMENTS We have met with the County Traffic Engineer and discussed the need for traffic control analysis for new development projects. The County Traffic Engineering Department currently reviews the impact of new projects which are to be constructed adjacent to county streets, including North Atlantic Avenue in the city. The County will not grant access to County streets until all are satisfied. The trafficand experiencefetindicates thatlmostcerns develoPere recognize theirorety's sponsibility for traffic impacts and have complied with requested improvements. The development of a formal traffic impact assessment program requires the cooperation of County and City staffs, and the property developers. The County Traffic Engineer has offered his full assistance in the traffic planning process. As far as the specific traffic situations we have previously discussed, the County is currently reviewing North Atlantic Avenue. Traffic control installations are of concern and will be addressed through the County. The County is quite successful in securing traffic control assistance from developers. On site review of the City's sewer collection and trans - mi ssion system by Briley, Wild and Associates will begin the week of August 6- 2. Specifications for the renovation of the Fire Department Building are being finalized and bids for the concrete and block work will be solicited. The Cape Canaveral volunteer Fire Department anticipates that much of the other work can be performed by its members. The reno- vations will include construction of a new equipment bay as an addition to the present building. The addition is in lieu of a new building on the Department's vacant lots, as the deed to the land owned by the volunteer use corportion toch the a sit present firestation departmenlimits on department. 3. We are continuing to clarify the new Threshold Inspector statute. MEMO TO:. MAYOR AND CITY.. COUNCIL. FROM; CITY MANAGER RE: CITY MANAGER'S REPORT 5. The International. City Managers' Annual: Conference. will be held September 16-20 in San Antonio, Texas. I would like to attend this informative conference in conjunction with a vacation. The final Budget public Hearing is scheduled for September 18, but I do not anticipate any major problems that would require my presence. BOX 326 TELEPHONE 305 1611100 August 2, 1984 M E M O R A N D U M TO: MAYOR AND CITY COUNCIL FROM: CITY MANAGER RE: LIBRARY FUNDING Fundscontributed by the City and the donation from Shuford Mills to the Cape Canaveral Library have been expended. Irene Sanders has requested that the City continue funding the part- time personnel until September 30 so that the Library can remain open Monday evenings and Saturdays. Circulation and Library patrons have increased since the extended hours were begun. Patrons have became familiar with the new hours and are taking advantage of the evening and weekend service. Though the 1984-85 County Library budget has not been approved by the Board of County Commissioners, there is some optimism that additional funding may be available after October 1 for the Cape Canaveral Library. The Commissioners have approved for further consideration, a ten percent (10%) increase in ad valorem taxes for the County Library System. Also, the County staff is discussing a mechanism to distribute the revenues more equitably to the various Libraries. Increased circulation and community support should help the Cape Canaveral Library obtain more funding. The cost to the City for continuation of the subsidy to the Library until September 30 would be $970.00. Funds are available in the Contingency account for this expense. gee c C. Nut PCN. ab
