BUSNESS & ECONOMIC DEVELOPMENT BOARD MEETING M[INMS AUGUST28,2014 A Meeting of the Business & Econon-dc Development Board was held on August 28, 2014,at the Cape Canaveral Public Library, 201 Polk Avenue, Cape Canaveral, Florida. The meeting was called to Order at 3:05 p.m. by Chairperson, Omar Capellan. The Secretary called the null. MEMBERS PRESENT Omar Capellan Chairperson James Massom Shannon Roberts Melanie Evans OTHERSPRES Todd Morley Community & Economic Development Director David Dickey Planning & Zoning Director Susan Juliano Secretary 1. Ammoval of Mectine Mlinutes —June 17,2014. Motion by Mr. Capellan, seconded by ?&. Massom to approve the Meeting Minutes of June 17, 2014 as presented. Vote on the motion carried unanimously. 2. Member Application Interviews — • Eric Larkin • Maria (Mckie) Kellum • Donald Willis Applicant No. I - Mr. Eric Larkin In response to questions from Board Members, Mr. Larkin presented he is a Residential Real Estate Agent and would like to give back to his community. He stated he is very observant, committed, responsible, stays cool under pressure and would be available for meetings whenever they take place. Mr. Larkin said he was Vim Presideruffreasurer of an HOA Board in the past, a member of the MLS rommittee with the Real Estate Board for two years and currently on the Space Coast Association of Realtors. He and his family moved to Cocoa in 1982 and have lived in Cape Canaveral for the last two years. Business & Economic Development Board Meeting Minutes August2g,2014 In terms of his vision for the City, Mr. Larkin would like to see the same standards for all new businesses. He likes the fact that the City does not have certain types of businesses along AlA, such as tattoo parlors, etc. However, some of the businesses look a little run down and could use some attention. Anolicant No. 2 - Mls. Muria (Mickie) Kellam Staff contacted Ms. Kellum, by telcphonclemail, leaving a message with dateltime of the interview. There was no response to either and she was not present. Apolicaut No. 3 - Mr. Donald Willis Mr. Willis had contacted the Board starting he would be out of town for a planned personal cngagement� but would still like to have his application reviewed by the Board. Mr. Capellan mad his application aloud for the record. The Board was notified that Mr. Willis is a candidate for City Council. Nfr. Capellan presented if the Board initcrviewed/recommitruled him to the City Council to fill one of the two vacancies and he was elected to the Council in Noveznb�, he would have to step down from the Board. Motion by Mr. Massom, seconded by Mr. Capellan to recommend Mr. Eric Larkin be interviewed by the City Council to fill one of the two available vacancies on the Board. Motion carried turammously. Discussion cristied regarding applicants being absent from their initial interview, without excuse, and whether or not they carn be interviewed by the Board in the firmire. PUBLIC PARTICIPATION: NIA REPORTS AND OPEN DISCUSSION: Mr. Morley resented that a branding initiative kick off meeting was scheduled for Thursday, September 49 and the cost of $30,000 was being split between the City and the CRA. Attendance: by Board Members at EDC meetings was brinught up. Mr. Morley stated Dr. Roberts was the liatson for the Board and she cain bring information back to the Board. He also stated that EDC information is included in the C&ED portion of the weekly updates. Discussion ensued regarding the proposed gas station and included citizen concerns; how it was the purview of die Planning & Zoning Board; the role of the B&ED Board as it relates to siniflar issues; the fact that Codes are in place and everything will be handled accordingly. Mr. Morley requested that discussion on this issue cease. City of Cape Canaveral Business and Economic Development Board Agenda Form Meeting Date: 9/23/2014 Subject: Department: Community and Economic Development When the Flodda legislature created the Ad Valorem Tax Abatement (AVT) program more than two decades ago, they did so with a built-in expiration date - every 10 years. As a result, voters have the opportunity to debate the benefits of the program on a reoccurring basis. It has been 10 years since Brevard voters approved the AVT abatement program in2004, and a vote whether to renew it for the next 10yearswill be on the November 4, 2014, countywide ballot. The AVT does not involve school taxes, water district taxes, or beach renourishment funds. Therefore, a significant portion of the ad valorem revenue generated by a company continues to fund critical public services. To be eligible for the program, a company's average annual wage must be at least $41,375 and must provide at least 10 new jobs. Brevard County is one of just 28 Florida counties to have a local option AVT program with approximately three dozen companies remaining active in the program. These companies may not have considered Brevard County as a possible location or might have been lured away as they grew if not for incentive programs such as the AVT. Ms. Dina Reider-Hicks from the Space Coast Economic Development Commission will speak about the AVT program on the November 2014 ballot and answer any questions the Board may have. Many of these cruisers begin and end their journey at the port; however an increasing number disembark for the day and head to local attractions. Add these visitors to the areas residents and the result is a significant number of potential customers travelling in and around our City each day. It can be tough for individuals to navigate around a new city. It is vital for visitors and locals to be provided with information and guidance to ensure they get the most out of their time in Cape Canaveral. Directional signage is a great tool to ensure local businesses can be easily found and also to promote the use of local amenities. Many of the City's businesses and amenities cannot be seen by the casual driver travelling on AIA. For this reason the City is exploring the opportunity of erecting directional/way finding signs at strategic locations. Possible locations include: 1. The intersection of Imperial Boulevard and AlA 2. The intersection of N. Atlantic Avenue and Central Boulevard 3. The intersection of W. Central Boulevard and W. Brown 4. The intersection of AlA and Polk Avenue In addition to being informational, signs play an important role in branding a community. It is important that this signage compliment, as well as reinforce the City's branding initiative. Any signage resulting from this effort should be attractively designed and should contribute to the character of the area. Attachment #1 to this memo includes several examples of directional signage used by various communities. The majority of the examples provide signage to public locations and amenities. There is an example of how one community included public and private locations in a single sign. As we move forward we will need to keep in mind how best to meld these two interests as well as emphasize information over advertising.
