Activities and Projects Status Report

Activities
Student Artwork Competition - The 5th and 6th graders at CapeView
Elementary submitted 50 drawings for the Visioning artwork competition.
The drawings represented what the students wanted to see in Cape
Canaveral in the future. 1st, 2nd, and 3rd places were selected as well
as four honorable mentions. The winners were recognized at the
Visioning Workshop and presented with certificates and prizes.
Chili cook-off – Building Inspector Dennis Clements has won the 1st
annual Chili Cook-off for the CDD. We proudly display the Chili Kettle
Trophy in our department. We can’t wait to defend the title next
October!
Status of Land Use Applications and Site Plans
Young Subdivision - The Young’s want to split one residential lot into
two. They are waiting until the new plat ordinance is adopted and then
use the expedited lot split process.
Cape Caribe - The applicant's response to our review comments and
revised site plans were received in our office on Sept. 24 and were
distributed to staff for review on Sept. 28. Staff comments have been
received. Tree mitigation and stormwater are issues that have not been
addressed to the satisfaction of staff. Therefore staff is not planning
to take the site plan to P&Z until the Council has had an opportunity to
address the Development Agreement. Staff is currently preparing a draft
Development Agreement to present to the Council.
Mutter Annexation - Jack Mutter has requested that the City annex his
condo project at 315 Grant Ave. (corner of Ridgewood and Grant). A few
questions have been identified regarding annexation of a nonconforming
property (density, parking, etc.). Staff will confer with the City
Attorney and DCA and then meet again with the applicant.
Status of Construction Projects
Coastal Fuels – Maintenance work has begun on the smaller asphalt tank.
Status:
* They have cut in a door sheet in the tank for access,
* The floor of the tank has been repaired,
* New heating coils will be installed the week of Oct. 26th,
* The tank will be closed up by Oct. 30th, and
* Hydro-testing will be performed in the 3rd week of November
This is not structural work and no permit is required.
Monroe Carwash – Construction is underway. The owner of the property
changed contractors and the permit was re-issued accordingly.
Status of Special Projects
Visioning - The final Visioning Workshop was held Thursday October 22,
2009. The Regional Planning Council will prepare a final report within
three weeks that will include findings and recommendations.
Platting Ordinance - Revisions are being finalized and our intent is to
have the second reading of the ordinance on November 17, 2009.
Tree Protection Ordinance – The City Attorney’s office has prepared a
draft revision. Todd and Bennett reviewed it and comments were sent
back the City Attorney’s office. We should have the final draft within
the next day or two. The ordinance will have to go to P&Z for a
recommendation prior to going to Council. We are anticipating having it
on the next P&Z agenda. P&Z meeting date will be November 11th.
Building Permit Fees Resolution – The new fees went into effect
October 1st. So far, we’ve had no glitches and no complaints.
New Sign Code – The new sign code went into effect October 1st. We
have distributed many copies and have answered many questions. Todd has
had three inquiries specifically about electronic sign regulations.
International Property Maintenance Code – Todd is reviewing the new
2009 International Property Maintenance Code. He will ask City Council
to consider adopting it in its entirety. It would replace the current
version adopted by our ordinance (1998 version).
Council Meeting Room A/V – A design contract was awarded to IM
Solutions of Melbourne. IM Solutions recently designed and installed
A/V systems for new City Council chambers for the City of Melbourne and
the City of Cocoa. They also designed and installed the system utilized
in the Port Commission Room. They understand that time is of the
essence and will work hard to produce the design ASAP.
Art Of Sand – Todd has been working with department heads and Amanda
Beikmann from the Brevard Cultural Alliance, to coordinate a preliminary
staff meeting for the Art of Sand Event which is scheduled to take place
in the large vacant lot on the north side of the Radisson next year.
FEMA CRS Program – Todd and Duree completed the Recertification process
for 2009 and our community remains in good standing in the CRS
(Community Rating System) Program for the next year. This means we have
been certified as compliant with upholding the FEMA regulations for
construction and Flood Plain Management in our City. Special thanks go
to Duree Alexander for all her hard work on this program.
