Subject: Rezoning of Puerto Del Rio Condo
Hello Mayor and City Council of Cape Canaveral,
The news of rezoning of Puerto Del Rio Condo Development is very disappointing to me and my husband.
We purchased our residence in the Bayport community in the year 2004 based on the city of Cape Canaveral's
decision to zone several residential developments as neighboring communities. The Mayor and City Council of
Cape Canaveral have a responsibility to continue to support its community owners and oppose Danny
Ringdahl's request to rezone.
A decision to support a rezoning would devastate the existing residential communities and the people who
worked hard to keep these communities clean and respectable would leave searching for another nice
community.
It is an unfortunate that Danny Ringdahl over-extended himself but that is his fate and not ours. Why should
the adjacent community owners pay for his mistake?
We are requesting the Mayor and City Council of Cape Canaveral to oppose such a rezoning.

We are residents of Bayport, residing at 8633 Villanova Drive in Cape Canaveral, Fl... We are opposed to any
changes in our current zoning laws .... As a tax payer for over 20 years
I am dismayed that after all these years, the Mayor & Council members want to begin changing various zone
changes all around us .... Residential to Commercial/Residential (AlA &
Property on Thum Blvd), change height restrictions on A IA (near N. Central) & now the unused portion of
land zoned for condo's for more commercial development...
As a former 3 tem elected Alderman & Human Resources Development Administrator for the largest
municipality in Ct., we are beginning to see a trend, which we do not agree with...
Maybe, some changes should be made in the next primary & election.... Many of our neighbors in our new
development feel the same way...
Would it be possible to have one of our elected City of Cape Canaveral members contact us??

I am a part time resident of Bayside Condo's. When I purchased my condo, I was
told that Puerto Del Rio Condo development was building just condo's not selling the property
to build hotels..because you may re -zone this area well... everyone in our Bayside development
is against this, I feel that cape canaveral is a wonderful peaceful place to come it is not over
run with commercialism, and the view is breathtaking, if this gets approved, you will have to
deal with angry people, and the quaintness of the cape area will be lost forever, it will turn into
a mini Miami, or fort Lauderdale, to over run with people, Hotels lower the value of residential
homes and condo's therefore, our taxes will be [ower to ............ I understand that the economy
is bad but that is too bad for him, he has to put up with it just like the rest of us. it is zoned for
condo's and that is what it should stay, he can sell the [and to another CONDO
developer ....... or whatever he has to do, it is not the fault of the city of Cape Canaveral for what
has happened to the real estate market.... There will be so many newsy bodies creeping
around the condo's looking hanging out at the manatee park and using the facilities for which
we pay taxes to use.... and then there will be more restaurants, bars, and shopping built and
along with that lots of crime will follow. You would be making a big mistake if this
passes ......... there are too many hotels in the immediate area, 2 of them behind Puerto De[ Rio
and the raddisson hotel that is plenty........ Please understand Mayor and City Council, there
are many people who live full time in Bayside Condo's and will be voting in the up coming
election. When my family and I come to Florida for 4 to 5 months every year we are very
happy with the Cape Canaveral cleanliness of the city and the attractiveness of the area. If you
approve the RINGDAHL or any corporate hotel developer in to this area, we will have a serious
problem with it, our property has already dropped in value why should we allow this to
happen, and we may have to contact the Governor's office. Thank you for your time in

Dear City Council,
I currently own a Condo in the Puerto Del Rio complex. I have just been informed that Danny Ringdahl is in negotiations with a large New
York Hotel Developerto sell the vacant property adjacent th my unit I strongly oppose the rezoning of this land for the following reasons.
I purchased this after viewing the master site plan that depicts numerous condominium blocks constructed on the vacant land
buffering AIA and commercial enterprises. My North East unit was supposed to have a pond view surrounded by additional units, creating
a community environment; not a pond view with noisy hotels and commercial traffic. This rezoning would devastate our property values.
Once again, I urge the council to consider the terrible impacts to our community before proceeding with any retuning decisions. Please

Please do not allow Mr Ringdahl the opportunity to get out of his obligation to create good living area for all who have
purchaced condos in Puerto Del Rio. We all have suffered loss of value on our homes in the area and all over the

We are long time Florida residents and have lived in Central Brevard County for over 50 years. We new live in the
Bayport community, off Thum Boulevard, just south of the Puerto Del Rio Condominium project. It came as quite a shock
to hear that Danny Ringdahl has requested that his remaining land be rezoned by the City to Commercial Zoning. He
states that one or two large hotels are interested in locating there.
We are strongly opposed to this proposal. If it were approved, the hotels (if they realty exist) could back out and then who
knows what could be built on this property. We purchased our home with the understanding that condominium housing
would eventually be built there, thus keeping the property residential and maintaining high property values.
Please reject Mr. Ringdahl's proposal for rezoning and keep this section of the City as originally planned.
On another matter, keep the building height limit at 45 feet, with a 5 -floor limit. The small City of Cape Canaveral does
NOT need 65 -foot buildings on sections of At A. It is a small, wonderful City, let's NOT min it.

Ladies 8 Gentlemen,
I understand that Mr. Danny Ringdahl is petitioning the City Council to rezone a portion of his residential property currently
being development for condominiums. His plans are to have it rezoned commercial and sell it for hotel development.
This action would be a violation of trust that all of us who purchased condominiums. We did so with the understanding
that the entire development would be residential and that was the life style that we expected to enjoy.
I urge you to look unfavorably on his request, as this will bring a big hardship to those of us who have make this area of
Cape Canaveral our homes. The increase noise, street traffic, and additional demands on water and electricity will over
tax these services. We are talking about hundreds of guests and employees along with all of the necessary support
functions such as vendor deliveries and service vehicles. All of these comings and goings will be almost 24 hours a day,
7 days a week!
Please stop this action before it goes any further.

I am a resident of the Bayside Condo Community. I purchased my property there because of the peaceful
atmosphere along the river front and the relative low traffic volume on Central Blvd. I strongly urge you not to
rezone the parcel along Central Blvd to allow for a major hotel. This would be a breach of trust for those of us
who have invested in our homes. Central Blvd can not handle that level of traffic and our quality of life would
be immensely affected. In addition, our property values would fall further than they already have.

Hello.
We are residents of Puerto del Rio who have lived in the Cocoa Beach/Cape Canaveral area for over 20 years.
We are writing to plead with the city NOT to allow Danny Ringdahl to sell the property behind Puerto del Rio
for Hotel use.
When we purchased our unit (at peak prices in 2005/2006), we were assured by Mr. Ringdahl that the project
would involve 26 units and that he would finish the project regardless of the economic situation. It is already
disheartening to swim in our pools and be stared at by the two hotels currently in place behind Puerto. pd like
to make a few points for the city council to review.
1. Mr. Ringdahl has failed to place any trees or foliage to conceal the pool from the eyes of the hotel residents.
It is very sad to say that very few people, if any will want to remain in Puerto del Rio, much less purchase the
units that remain should the rezoning take effect.
2. The effect on the community would be catastrophic. As it is, we are the only residents on our entire floor
and only one of 3 in our entire building of 16 units. NO ONE will want to buy at Puerto if them are 4 hotels in
the backyard. Even with two, we are at a severe disadvantage. Our property values have plummeted to almost
50% of what we paid for the units, we are in no position to lower the property values further.
3. In addition, Mr. Ringdahl and his salespeople promoted Puerto as a great investment property and touted the
resale value of the properties. It is clearly understood that no one anticipted the steep nosedive that the market
would take, however, Mr. Ringdahl needs to think of all the loyal homeowners of Puerto that kept their
promises, even in hard times. We risked banktupcy to close on this unit because we kept our promise, Mr.
Ringdahl threated us with severe legal action even thought times were tough. They did not care one bit what
financial situation his buyers were in Mr. Ringdahl was brutal and persevered to no avail. He was not about to
lose $. In addition, he was in with mortgage brokers which said (and I quote) "it doesn't matter if you can't pay
Your mortgage, as long as you qualify". I kid you not.
4. But the bottom line is that now, Mr. Ringdahl is feeling the pinch of the economy. THAT, I plead you,
should not be a good reason to lower the property values of the homeowners that were forced into buying the
properties in the first place. It is with great respect for our city leaders that I write this letter. The story needs
to be told, the city needs to understand that the negative effect is tremendous and may drive many other
property owners into foreclosure.
Foreclosures lead to more $ being lost.
Foreclosures lead to an eyesore for the city.
Foreclosures lead to less taxes being collected by the city.
Foreclosures lead to lower property values.

Lower property values lead to less tax basis for the city
Should the city feel that the hotels are better business than Puerto, then maybe Mr. Ringdahl should be looking
at an entire package. Make the owners a deal they can't refuse and sell the entire development as hotel/condos?
I, for one, would be out of here before the ink was dry. Puerto del Rio has left nothing but a bad taste in my
mouth and less S in my pocket.
I woulud be happy to attend any city council meetings and speak for the people of Puerto del Rio. Please don't
print my letter without my permission, I fear that there may be negative repercussions.

Dear Mr. Boucher - My husband and I own a unit in Bayport. We are quite concerned about discussions
we have heard about regarding rezoning some of the property currently owned by Puerto Del Rio to allow
for commercial enterprises. There are already significant commercial enterprises that are nearby; one of
the selling points of the Bayport area was that additional commercial building was not allowed.
If additional commercial enterprises are allowed, increased traffic by transient guests and employees will
destroy the quiet area that we purchased in and pay property tax to enjoy. Please add my input to other
tax -paying citizens who want the zoning ordinances to continue to prohibit the expansion of commercial
properties.

1 am writing to you in regards to the discussions and potential proposal between Danny Ringdahl and a New York
developer to purchase and re -zone the land east of our condominium block. I purchased my unit in December of 2007
after contracting to purchase a year prior. Due to the housing crisis, we were stuck severely over paying for the home we
purchased. However, we purchased our unit with the understanding that the development would comprise of 26
residential buildings. With less than half of the buildings up, we are now hearing that instead of continuing on with the
initial plans, Danny Ringdahl and the NY developer are trying to re -zone this property for commercial use and build hotels.
This is not the neighborhood we bought into with our hard earned money. We request that you deny there request to re-
zone as it will significantly reduce the already depressed values of our homes and change the living environment of our
neighborhood. If the city chooses to compromise on their request, we suggest you ask Danny Ringdahl and the developer
to pay each home owner a projected dollar amount to make up for the loss of values in our homes. Please let us know
where you stand on this matter and what else we can do to have our communities voices heard.

As a property owner of Puerto Del Rio Condominium Development, I find it compelling to
respond to the City of Cape Canaveral after receiving a "Call to Action" anonymous
memorandum requesting residents to oppose the rezoning of part of the current Puerto Del
Rio Condominium Development to Commercial Zoning for the purpose of the Hilton Hotel
Corporation to construct a hotel and restaurant on the proposed rezoned property.
On June 11, 2008 1 attended the meeting at Puerto Del Rio where Ringdahl Enterprises invited
all residents to attend in order to understand the rezoning proposal. Approximately forty
property owners, a representative from the Hilton Hotel Corporation, as well as Mr. and Mrs.
Ringdahl were in attendance. I found the meeting to be very thorough in explaining the
proposed plans of Hilton Hotel Corporation. The rendering of their proposed site was very
explicit in what would be constructed on the property. Many in attendance had questions, but
there was no one in attendance who indicated any opposition to the proposal. Apparently
from the anonymous memorandum I received it seems that that individual must not have
attended the June 11th meeting otherwise their distributed misinformation would not have
been included in the memorandum. For instance, they indicated to owners that their possibly
would be two hotels constructed with a potential of more than 300 hotels rooms. At the
meeting, it was stated there would be one hotel with less than 300 rooms.
Having owned other condominium property in Cape Canaveral that had a similar "The Sky Is
Falling" response from a few condominium owners, I want to share that experience as it
seems to pertain very similarly to the Puerto Del Rio situation. When Cape Caribe was going
to begin it's construction close to condominium residents, there began the rumors that
property values would decrease, noise would be disturbing, traffic would be increased, etc.,
etc. Cape Caribe is up and running and there has been no negative impact on the
condominium properties as was rumored. Property values had continued to increase (during
that Real Estate Market), the Cape Caribe property proved to be a visual asset to the
surrounding properties and many of the formerly skeptical condominium owners currently
enjoy using the amenities that are offered. At that time, I personally sold one condominium
and bought another one closer to Cape Caribe.
It seems that people have a tendency to "PANIC" when change may occur. Even when the
change may prove to be an asset and not a detriment. My heartfelt opinion regarding Hilton
Hotel Corporation and their proposed construction of a hotel as well as a public restaurant on
the rezoned Puerto Del Rio property would in fact truly benefit the condominium owners of
Puerto Del Rio.
Country Inns and Suites and the Residence Inn that are currently in close proximity to Puerto
Del Rio compliment the surroundings of the complex and continue the aesthetically pleasing
theme of a Florida tropical oasis. This would continue with the construction that is proposed
by Hilton Hotel Corporation.

I am writing in response to the letter entitled "Stop The Rezoning" (dated July 22, 2008) written
anonymously by one of the Puerto Del Rio residents. I attended the meeting (my husband was on
travel) wherein Mr. and Mrs. Danny Ringdahl and a Hilton representative presented their case
for rezoning seven pads of land for commercial purposes. It appears that this anonymous writer
was not present at the meeting that was received favorably by those in attendance.
The favorable features:
1. Proposed was the construction of one 160 -room Hilton Hotel to occupy the 7 -pad land
The fact that this was proposed by the reputable Hilton brand was positively received.
The proposal was for only one hotel and not two hotels as mentioned by the anonymous
writer.
2. The Hilton representative was very receptive to developing a noise barrier in order to
maintain a quiet environment, unlike the neighboring Residence Inn. Perhaps the
Residence Inn should also be asked to build a noise barrier.
3. Traffic would not be consequential as a maximum number of cats parked by future
Hilton guests, assuming that the hotel would be fully occupied, would be 160 cars.
Should the 7 -pad land not be rezoned, one would anticipate 7 buildings accommodating
112 additional condos with about 2-3 cars per condo. This would result in a maximum of
112x3 = 336 can as opposed to a maximum of 160 cars.
4. With 112 fewer condominiums, our property value would escalate, and we would have
t9 compete less for future resale. Also, the Puerto Del Rio community would shrink by 7
buildings thus making it easier for a future management company to manage.

I am on existing owner of a unit on Laguna Lane and I am in favor of building a new hotel instead of adding over 120
new condos. By building the new hotel it will not add to the supply of new condos to be marketed in our project and
thus will not create an excess supply of condos on the market which will further drive prices down.
The simple econwmic principles of supply and demand are at work here. By having a shift in supply without an
increase in demand will lead to an equilibrium at a lower price.

As the proud owner of a 4 th Boor 2437 sq ft Puerto Del Rio Condo facing the Banana River (building 8, unit 401 not 8934 Puerto Del
Rio Drive 840 1) I received mail notice from an unnamed source saying that Danny Ringdhal "is in negotiations to sell the property
directly to the east of our homes - Puerto Del Rio Condos - to a large New Your Hotel Developer / Operator, with plans to build one or
two hotels with potentially more than 300 hotel rooms directly behind our properties." It goes on to encourage all to write you to tell
you what a bad idea that is and that Danny Ringdahl should not be allowed to do this. WRONG! 1!
I strongly support Mr. Ringdahl's efforts to continue to support the development and revitalvation of Cape Canaveral as he has done
for years. I am always skeptical when somebody sends me mail asking me to do something, making questionable statements and they
do not have the self confidence or professionalism to give out their name or contact information. America is for open and honest
communications, not gossip. Rumor mongers should not be tolerated.
Mr. Rmgdhal has been in the development and construction business for many decades in this county. He is a big time "player." As
such, I am confident that he has deep enough pockets to wait out this down tum In he has done other down turns in the past) and
complete the build out of the Puerto Del Rio condos. By so doing, he will almost certainly make a lot more money than just selling
the land. He wants what is best for the community and what is best for his customers that have purchased condos at Puerto Del Rio.
I eamed my Masters in Business Management in 1973 from the Krannert Graduate School of Purdue University. Since then I have
worked professionally, mostly in high technology. I know more than a little about business and economics. I know that we do not need
more condos at this time. I know we need to attract more tourists and they need nice places m stay and that weekly rentals on the
beach are no longer allowed Simple supply and demand says that the community will be better off if you energetically support Mr.
Ringdahl's efforts to rezone his land to a higher and more beneficial community use of bringing in some great hotel accommodations.
This communication may be taken as being self serving because I will personally benefit from the building of the hotels. They will
make Cape Canaveral stronger. There will be fewer Condos in Cape Canaveral. There will be more tourists in Cape Canaveral. Some
of those tourists will want to move here to live or purchase a second home. All of this will enhance the long term value of MY rondo.
The supply demand equation still works. That is a good thing. My motivation comes not from wanting what is best for me, rather,
what is best for Cape Canaveral. In this case they are the same. That too is a good thing.

We are in receipt of an unsigned flyer dated July 22, 2008 regarding the suggested re -zoning from residential to
commercial.
Danny P. Ringdahl, Developer of Puerto Del Rio, met with our homeowners to advise us of his rezoning
request. All of our questions, including security of the property, were answered with no expressed objections
from the attendees. We ENDORSE the proposed rezoning and hope that the Mayor and City Council will
overwhelming approve it for the developer.
Subject flyer was full of erroneous information regarding the proposed action which the cowardly author
suggested we OPPOSE. If this person is opposed to rezoning, he is at liberty to relocate like everyone else.
The addition of a new hotel/restaurant complex will be an asset to the community as are the others on AIA.
When we purchased our condo at Puerto Del Rio, the construction of the hotels was insignificant and over time,
have greatly assisted us in housing our guests closer to our condo. We're quite happy that we have facilities as
close, especially with high gas prices.
We hear no excessive noise associated with the current commercial entities on AIA, nor do we feel we will
with any on Central Ave. Crime is also on our minds; however, Puerto Del Rio has a very effective
"neighborhood watch"; therefore a security gate is not in our future plans. Any commercial enterprise will
supposedly construct a boundary wall between properties to deter intruders.
We both have more than 30 years of real estate experience, witnessing the ups and downs of the market during
that period of time. Condo complexes and residential homes surrounded by commercial properties maintain,
and even, increase in market value over time. Market values are low across the country but they WILL rebound
as they have done in years prior. Fewer buildings in our complex would be less competition when and if we
choose to sell. Having lived in Brevard County since 1986, we are happy to have chosen Puerto Del Rio as our
retirement home. Cape Canaveral has come a long way since that time and we are proud to be residents.

We are homeowners in the Puerto Del Rio development, 8934 Puerto Del Rio Drive, Unit 303. It has come to
our attention that the Ringdahl's wish to have a section previously intended for Puerto Del Rio construction
rezoned to accommodate a low rise hotel. We wish to express our support for this initiative. We recognize that
until certain occupancy levels are achieved, the developer will retain control of our homeowners association.
While the Ringdahls have executed anything and everything we as homeowners could have expected, it is
obviously in the best interest of all parties to finish construction, increase occupancy, and engage in the
transition. It is our feeling that the rezoning in favor of the Ringdahl's request is an expedient measure that will
satisfy objectives of both ourselves, the homeowners, and the Ringdahls.

We reside in the Puerto Del Rio condominiums at 8924 Puerto Del Rio Drive, Unit 514. We recently received an
anonymous letter objecting to a proposed zoning change for a portion of the condominium development parcel, which
contained assertions that appeared to be totally at odds with information communicated by the developer at a meeting for
condo owners several months ago. Contrary to the sinister agenda the letter suggests, it is our understanding that the
only commercial development contemplated is a single hotel — a Hilton Garden Inn —which, in our view, would not result
in the "parade of horribles° outlined in the letter. Indeed, we believe the addition of such an establishment would actually
benefit both the immediate neighborhood and Cape Canaveral as a whole. Beyond its salubrious effect on municipal tax
rolls, a hotel in the proposed location would likely increase contiguous property values by limiting the number of available
condominium units and significantly decreasing density in the area. And the letters wholly unsupported threats of
increased traffic and crime fly in the face of logic and experience. Unlike the author of the letter, who was unwilling to be
identified with the views expressed therein, Janet and Danny Ringdahl have been open and forthcoming about their plans
for the property. Based upon their representations, and the information provided by the Hilton representative who
attended the owners meeting, we have no objection to the proposed development and accompanying zoning change.

I purchased my property in 2004 for $400K, with the express understanding that there would be 26 condominium blocks
that would buffer my home from the commercial enterprises that are on Atlantic. I understand that the owner of the
property, Danny Ringdahl, is trying to sell the property to a NY developer to place hotels in that space. This would create
congestion, noise, bring more transient people to our neighborhood and drastically reduce the value of my property. I
would ask that you consider denying the rezoning of the property as property values have already drastically reduced
beachside in Brevard county. Although I understand that Danny needs to resell because he can't build more condos that
no one wants, it would be detrimental to our community. It would also increase traffic to an area that we can hardly turn
into now with the traffic on AIA. I saw a letter that was distributed that said that there were not enough accidents to
warrant a tum lane onto Central from A1A. Our community at Bayside hasalready seen negative effects from the two
hotels that are there now. If you would please consider our request, we would be grateful.

It has come to my attention that Danny Ringdahl, developer of the Puerto Del Rio Condominiums
in Cape Canaveral, is attempting to rezone property originally included in the 26 condominium
blocks of the Puerto Del Rio Condominiums to commercial status in order to sell the Eastern
most section of the condo complex to a large New York Hotel developer/operator. The hotel
plans include one or two hotels with potentially more than 300 hotel rooms directly behind
the existing condos in the Puerto Del Rio Condominium community where I live.
Everyone who purchased condos in Puerto Del Rio from Mr. Ringdahl did so with the express
understanding that, when the development was complete, there would be 26 condominium blocks
and that the other condos would buffer our homes from the commercial enterprises currently
along AIA. Replacing these future condos with one or two large hotels and the customary
ancillary commercial uses directly behind our homes will drastically reduce our already
depressed property values.
My concern also centers around closer proximity of our residential community to noisy 24-hour
commercial operations, crime associated with transient populations and commercial operations,
and drastically increased traffic on Central Avenue from hundreds of hotel patrons, vendors
and employees.
Please consider the plight of those of us who purchased in good faith from Mr. Ringdahl,
expecting to enjoy this beautiful residential area of Cape Canaveral without the intrusion of
commercial interests, and reject his request for rezoning.

I bought at home at Bayside while in the preconstruction phase, I intend to make it my long term home . I have
owned a home in Cape canaveral since 1997.
I am concerned with the drastic over development of the hotel industry over the last few years
Cape canaveral was and still mostly is a quiet town where families can vacation peacefully ( many staying in
beachfront condos). We enjoy a relatively low crime rate, we are not swamped with drunk youth
The hotel industry has tried to limit local condo owners renting their units - while building multiple hotel
rooms. This will cause a huge shift in the "type" of people who will come here. This will encourage many more
transients, increase in noise and probably crime.
I urge you all not to rezone the land behind Puerto Del Rio

To whom it may concern;
As an owner at Puerto Del Rio Condominiums this is to inform you of our opinion
regarding the proposed sale and construction of a Hilton Garden Inn to the east of
Puerto Del Rio.
The original proposal by the developer consisted of 26 buildings in Puerto Del Rio.
Due to the declining real estate market the Developer has pursued other options to
capitalize on the unimproved vacant ground. We would prefer to have Puerto Del
Rio completed as a residential community, but due to the decrepit real estate
market, the developer has exercised other options.
Should the property be rezoned for commercial use, we see little impact on Puerto
Del Rio just as the Radisson has had negligible impact on the condominiums to the
west.
So long as the Hilton organization follows all noise abatement guidelines and is
required to do landscaping to enhance the division of the two properties we believe
Puerto Del Rio will not be adversely effected. The density of Puerto Del Rio will be
decreased and when the real estate market rebounds, the added value due to
decreased density will prove beneficial.
