We purchased our residence in the Bayport community in the year 2004 based on the city of Cape Canaveral's decision to zone several residential developments as neighboring communities. The Mayor and City Council of Cape Canaveral have a responsibility to continue to support its community owners and oppose Danny Ringdahl's request to rezone. A decision to support a rezoning would devastate the existing residential communities and the people who worked hard to keep these communities clean and respectable would leave searching for another nice community. It is an unfortunate that Danny Ringdahl over-extended himself but that is his fate and not ours. Why should the adjacent community owners pay for his mistake? We are requesting the Mayor and City Council of Cape Canaveral to oppose such a rezoning. Please understand Mayor and City Council, there are many people who live full time in Bayside Condo's and will be voting in the up coming election. When my family and I come to Florida for 4 to 5 months every year we are very happy with the Cape Canaveral cleanliness of the city and the attractiveness of the area. If you approve the RINGDAHL or any corporate hotel developer in to this area, we will have a serious problem with it, our property has already dropped in value why should we allow this to happen, and we may have to contact the Governor's office. I purchased this after viewing the master site plan that depicts numerous condominium blocks constructed on the vacant land buffering AIA and commercial enterprises. My North East unit was supposed to have a pond view surrounded by additional units, creating a community environment; not a pond view with noisy hotels and commercial traffic. We new live in the Bayport community, off Thum Boulevard, just south of the Puerto Del Rio Condominium project. It came as quite a shock to hear that Danny Ringdahl has requested that his remaining land be rezoned by the City to Commercial Zoning. He states that one or two large hotels are interested in locating there. We are strongly opposed to this proposal. If it were approved, the hotels (if they realty exist) could back out and then who knows what could be built on this property. We purchased our home with the understanding that condominium housing would eventually be built there, thus keeping the property residential and maintaining high property values. Please reject Mr. Ringdahl's proposal for rezoning and keep this section of the City as originally planned. On another matter, keep the building height limit at 45 feet, with a 5 -floor limit. We are residents of Puerto del Rio who have lived in the Cocoa Beach/Cape Canaveral area for over 20 years. We are writing to plead with the city NOT to allow Danny Ringdahl to sell the property behind Puerto del Rio for Hotel use. When we purchased our unit (at peak prices in 2005/2006), we were assured by Mr. Ringdahl that the project would involve 26 units and that he would finish the project regardless of the economic situation. It is already disheartening to swim in our pools and be stared at by the two hotels currently in place behind Puerto. pd like to make a few points for the city council to review. 1. Mr. Ringdahl has failed to place any trees or foliage to conceal the pool from the eyes of the hotel residents. It is very sad to say that very few people, if any will want to remain in Puerto del Rio, much less purchase the units that remain should the rezoning take effect. 2. The effect on the community would be catastrophic. As it is, we are the only residents on our entire floor and only one of 3 in our entire building of 16 units. NO ONE will want to buy at Puerto if them are 4 hotels in the backyard. Even with two, we are at a severe disadvantage. Our property values have plummeted to almost 50% of what we paid for the units, we are in no position to lower the property values further. 3. In addition, Mr. Ringdahl and his salespeople promoted Puerto as a great investment property and touted the resale value of the properties. It is clearly understood that no one anticipted the steep nosedive that the market would take, however, Mr. Ringdahl needs to think of all the loyal homeowners of Puerto that kept their promises, even in hard times. We risked banktupcy to close on this unit because we kept our promise, Mr. Ringdahl threated us with severe legal action even thought times were tough. They did not care one bit what financial situation his buyers were in Mr. Ringdahl was brutal and persevered to no avail. He was not about to lose $. In addition, he was in with mortgage brokers which said (and I quote) "it doesn't matter if you can't pay Your mortgage, as long as you qualify". I kid you not. 4. But the bottom line is that now, Mr. Ringdahl is feeling the pinch of the economy. THAT, I plead you, should not be a good reason to lower the property values of the homeowners that were forced into buying the properties in the first place. It is with great respect for our city leaders that I write this letter. The story needs to be told, the city needs to understand that the negative effect is tremendous and may drive many other property owners into foreclosure. Foreclosures lead to more $ being lost. Foreclosures lead to an eyesore for the city. Foreclosures lead to less taxes being collected by the city. Foreclosures lead to lower property values. w.. Lower property values lead to less tax basis for the city Should the city feel that the hotels are better business than Puerto, then maybe Mr. Ringdahl should be looking at an entire package. Make the owners a deal they can't refuse and sell the entire development as hotel/condos? I, for one, would be out of here before the ink was dry. Having owned other condominium property in Cape Canaveral that had a similar "The Sky Is Falling" response from a few condominium owners, I want to share that experience as it seems to pertain very similarly to the Puerto Del Rio situation. When Cape Caribe was going to begin it's construction close to condominium residents, there began the rumors that property values would decrease, noise would be disturbing, traffic would be increased, etc., etc. Cape Caribe is up and running and there has been no negative impact on the condominium properties as was rumored. Property values had continued to increase (during that Real Estate Market), the Cape Caribe property proved to be a visual asset to the surrounding properties and many of the formerly skeptical condominium owners currently enjoy using the amenities that are offered. At that time, I personally sold one condominium and bought another one closer to Cape Caribe. It seems that people have a tendency to "PANIC" when change may occur. Even when the change may prove to be an asset and not a detriment. There will be fewer Condos in Cape Canaveral. There will be more tourists in Cape Canaveral. Some of those tourists will want to move here to live or purchase a second home. We hear no excessive noise associated with the current commercial entities on AIA, nor do we feel we will with any on Central Ave. Crime is also on our minds; however, Puerto Del Rio has a very effective "neighborhood watch"; therefore a security gate is not in our future plans. Any commercial enterprise will supposedly construct a boundary wall between properties to deter intruders. We both have more than 30 years of real estate experience, witnessing the ups and downs of the market during that period of time. Condo complexes and residential homes surrounded by commercial properties maintain, and even, increase in market value over time. Market values are low across the country but they WILL rebound as they have done in years prior. Fewer buildings in our complex would be less competition when and if we choose to sell. Having lived in Brevard County since 1986, we are happy to have chosen Puerto Del Rio as our retirement home. Cape Canaveral has come a long way since that time and we are proud to be residents. We recently received an anonymous letter objecting to a proposed zoning change for a portion of the condominium development parcel, which contained assertions that appeared to be totally at odds with information communicated by the developer at a meeting for condo owners several months ago. Contrary to the sinister agenda the letter suggests, it is our understanding that the only commercial development contemplated is a single hotel — a Hilton Garden Inn —which, in our view, would not result in the "parade of horribles° outlined in the letter. Indeed, we believe the addition of such an establishment would actually benefit both the immediate neighborhood and Cape Canaveral as a whole. Beyond its salubrious effect on municipal tax rolls, a hotel in the proposed location would likely increase contiguous property values by limiting the number of available condominium units and significantly decreasing density in the area. And the letters wholly unsupported threats of increased traffic and crime fly in the face of logic and experience. Unlike the author of the letter, who was unwilling to be identified with the views expressed therein, Janet and Danny Ringdahl have been open and forthcoming about their plans for the property. Based upon their representations, and the information provided by the Hilton representative who attended the owners meeting, we have no objection to the proposed development and accompanying zoning change. This would create congestion, noise, bring more transient people to our neighborhood and drastically reduce the value of my property. I would ask that you consider denying the rezoning of the property as property values have already drastically reduced beachside in Brevard county. Although I understand that Danny needs to resell because he can't build more condos that no one wants, it would be detrimental to our community. I saw a letter that was distributed that said that there were not enough accidents to warrant a tum lane onto Central from A1A. I can understand the city's desire to develop the now vacant parcels of land near my condo and 1 wouldn't be opposed to small office or retail space, although my preference would be for residential development. I do, however, strenuously oppose the land being used for any large scale commercial use such as a hotel. We already have three hotels within a stone's throw of our condo development. Fortunately, access to those hotels remains from AM. Putting a hotel on the vacant parcels, with access from Central Ave., would negatively impact our residential community due to the increased noise, traffic, and commercial operations associated with a hotel. Everyone who purchased condos in Puerto Del Rio from Mr. Ringdahl did so with the express understanding that, when the development was complete, there would be 26 condominium blocks and that the other condos would buffer our homes from the commercial enterprises currently along AIA. Replacing these future condos with one or two large hotels and the customary ancillary commercial uses directly behind our homes will drastically reduce our already depressed property values. My concern also centers around closer proximity of our residential community to noisy 24-hour commercial operations, crime associated with transient populations and commercial operations, and drastically increased traffic on Central Avenue from hundreds of hotel patrons, vendors and employees. Please consider the plight of those of us who purchased in good faith from Mr. Ringdahl, expecting to enjoy this beautiful residential area of Cape Canaveral without the intrusion of commercial interests, and reject his request for rezoning. The original proposal by the developer consisted of 26 buildings in Puerto Del Rio. Due to the declining real estate market the Developer has pursued other options to capitalize on the unimproved vacant ground. We would prefer to have Puerto Del Rio completed as a residential community, but due to the decrepit real estate market, the developer has exercised other options. Should the property be rezoned for commercial use, we see little impact on Puerto Del Rio just as the Radisson has had negligible impact on the condominiums to the west. So long as the Hilton organization follows all noise abatement guidelines and is required to do landscaping to enhance the division of the two properties we believe Puerto Del Rio will not be adversely effected. The density of Puerto Del Rio will be decreased and when the real estate market rebounds, the added value due to decreased density will prove beneficial.
