Jeff,
On schedule. We just added status update comments to original
schedule on Monday (11/3). See attached schedule. We will be able to
make up time lost due to earlier delays associated with LS 6 easement
and skip 75% submittal as your requested. We will finalize the PDR and
apply for permit this month in parallel to the final design work.
We will send you responses to your and Mr. Pekar’s comments with the
final PDR copy.

Mark,
The corridor is tight and storm water pond will be present within the
utility easement as well. Makes it challenging. We have attempted to
install 2 utilities within 15’ easement, see attached. This is our
preliminary sketch to aid our discussions. We think, it will be
more disruptive for our contractor to install sewer under the pond. Not
a good idea to dig up the pond again within a year. Therefore, please
consider installation utilities (marked up sewer and WM in the attached
PDF) by your contractor. Our contractor will only extend the water main
(east of the pond footprint) south from the valve/cap. Please let me
know your thoughts.

I have depicted the changes to the water main we discussed. I also drew
the changes to the sanitary sewer (SS). I drew the SS as if it would be
gravity and provided the MH location and inverts. I then drew a cross
section.
If you want to send this to the City for discussion before calling the
developer back I’ve attached the Utility and Cross Section plan sheet.

Thanks for taking the time this afternoon to discuss the proposed
water-sewer services to our project.
As mentioned, currently the attached design plans depict the
water/sewer service connections to be toward the front of our site along
A1A.
The anticipated grades are as follows:
* FFE = +8.0
* Sanitary Invert at bldg = +3.0
* Proposed Invert at tie-in with City gravity line = +0.5 or
+0.0 (using an 8” gravity line onsite) – Confirm elevation by August 8.
* Existing grade elevation at connection with City = +6.3 ±
With regard to schedule, it was my misunderstanding that Tetratech was
working as part of a design/build with the City.
Rasesh stated that their current agreement with the City of Cape
Canaveral was for design/permitting for Lift Station Nos. 6 & 7 upgrades
and the sanitary sewer extension to the northern limits of our hotel
site from Lift Station No. 6. – Mark, Tetra Tech also has bidding and
construction phase assistance in our scope. The job will be bid to
select a contractor. Design/build vs. design/bid/build will have not
have any impact on the schedule (see attached schedule).
Their current 12- month schedule (6 mos design/permitting + 6 mos
construction) is as follows:
* June 20, 2014 – awarded contract from City
* Sept 12th – Preliminary Design Review to City
o Possible expedited permit submittal date to DEP – Yes.
o October – expedited DEP Permit issue
* Nov. 19th – 75% Plans to City
* Jan 2nd – 100% Plans
* Jan 2015 – Submit DEP General Permit + send out construction

* Feb 2015 –DEP Permit Issued / award construction
* March to July 2015 – Construction
ACTION ITEMS:
1. Rasesh is going to review our proposed invert at the tie-in
and let us know if he is able to make work. – Yes, proposed 0.5 or +0.0’
MSL (NGVD 29) is acceptable. Our invert at the pump station wet well is
anticipated to be less than 15’ below existing grade (using LiDar data
due to lack of survey info. at this time) , which is acceptable. Please
update and send me your utility plan with the hotel gravity line
terminating near the east end of your property. Please leave a stub
out (hotel gravity sewer with protected (covered) end & above grade
marker) near the east property line for our contractor to connect to
around May-June 2015.
2. Rasesh is going to confirm possible expedite permit submittal
/ issuance by DEP - Yes, we have updated schedule to apply for FDEP
permit in Oct 2014 with the final preliminary design report.
3. The City would have to modify Tetratech’s contract scope to
include the watermain extension (design/permitting). – Yes, I am
preparing a proposal to the City to add 8” water line to the scope.
4. LBA to update site utility plan showing hotel gravity sewer going
out to east (behind the hotel) with a stub out near the property line.
Provide pipe invert elevation and coordinates at the connection point
in MSL (NGVD 29 datum) and northing and easting, respectively. Request
this as soon as possible but before August 8 to include in the PDR.
